Nelson Residents Wait to Appeal Their Most Recent Tax Assessment

Above are just a few of the many folks that showed up Monday afternoon to appeal their most recent property tax assessments delivered to Nelson property owners in the mail last week.

Imagine your taxes going up 600% since the last assessment in 2003. That’s the surprise that waited on some Nelson property owners last week when they opened the mail. NCL has spoken with several owners who report their assessments on land increasing anywhere from 4X to 6 X the last assessment. Generally speaking the assessment on buildings doubled.

When we visited the courthouse Monday afternoon a steady stream of property owners showed up to discuss their the assessments on the first of seven days set aside for appeals hearings. Many folks we spoke with are very concerned about even being able to pay their taxes, some going from $3000.00 to $10,000.00!

If you wish to appeal your current assessment, below you will find a schedule of times you can go in person to the courthouse.

ASSESSOR’S HEARINGS
The County Assessor’s hearings on the Reassessment will be held in the County Court House. Please check in with the receptionist located in the main hall on the first floor. If you wish to discuss your assessment, you may telephone (434) 263-7075 for an appointment, or you may come in during any of the times shown, and you will be seen as soon as possible. Due to the thousands of notices mailed out, our telephone lines will be busy and we will appreciate your patience. Note: please have this notice available when calling.

PROPERTY REASSESSMENT IN PERSPECTIVE

As most property owners are aware, rural acreage properties have experienced a tremendous increase in market value in recent years. This is true, not only in Nelson County, but in other Virginia rural counties as well. Consequently, rural land, and particularly acreage tracts, will show a much larger increase in value than residential or commercial properties.

Property owners should be aware that the basic requirements of a reassessment are to bring all assessments to current market value and equalize assessments with similar properties. Amount of increase is not, of itself, indicative of an erroneous assessment.

Reassessment notices will show the assessed values for 2007 and the proposed assessed values for 2008. “Land Use” assessments are not shown on these notices. Computer printouts of County-wide proposed assessments will be available for public view at the Public Library and the Nelson County Courthouse in Lovingston. These lists will give property owners an opportunity to compare their proposed assessments to other comparable properties.

The real estate tax rate for 2008 will be set by the Board of Supervisors based on the 2008-2009 fiscal year budget. It is impossible to determine the exact amount of taxes applicable to each property, until the new tax rate is set by the Board.

The reassessment process began in the fall of 2006, with a study of real estate sales for 2006. As work continued, sales for the first half of 2007 were also examined and considered, as market value was estimated on all County properties.

In collecting sales information and in the assessments, the reassessment office staff considers location, construction cost, quality of construction, condition of the buildings, etc., in order for the sales data to be compared, for assessment purposes, with the various properties in different neighborhoods throughout Nelson County. No sales or construction costs outside Nelson County were used in the reassessment.

Sales which were higher or lower than typical sales were not considered in the assessments. These would include family transactions and sales which took place because of pressure on the part of the buyer or seller. This can occur when there is an immediate need to raise money and time will not allow for the property to be properly exposed to the open market. This may, then, result in a sale for less than market value. It is also possible that an adjoining owner may pay more than market value in order to protect his existing property.
Land tracts of similar size, use, etc., must be used when comparing assessments. For example, a small acreage house site will reflect a much higher value per acre than a larger acreage property, even though the two may adjoin.

We would encourage property owners to compare their assessments with similar properties in order to determine if the assessments are fair and equitable. If you feel your assessment is out of line with similar properties, or over market value, it should be brought to the Assessor’s attention along with supporting facts which can be used in reconsidering your assessment. Percentage of increase above the old assessed value is not, by itself, grounds for an appeal. Please remember the last reassessment was five years ago and does not represent today’s market value.

Owners of a manufactured home assessed as personal property, need to be aware that water and septic systems are assessed as real estate and will be included on the landowner’s reassessment notice under “Buildings”. The water and septic systems are always assessed to the landowner, regardless of ownership of the manufactured home.

Again we urge property owners to keep in mind that Reassessments are not conducted to raise taxes, but rather are required by State Law to bring all assessments to current market value and to assure uniformity of assessments.

Heavier snow has tapered to light snow in the Rockfish Valley. Look for a gradual change over to sleet and freezing rain in the afternoon. This will continue tonight, but become less intense. Winter Storm Warning is still in effect until 12 midnight as of this update. I expect this to be scaled back in the evening.

-Heavy snow falling in Rockfish Valley and at Wintergreen as of 8:25 AM EST
-Numerous vehicle accidents are being worked across the area due to click roads.

Lots to discuss so we’ll tear right off into the weather. As this was being prepared most of Central Virginia is under a Winter Storm Warning or Advisory through the evening hours of Thursday. Late Wednesday night forecasters upgraded the advisory to a warning. If you have been keeping up with this through the past 24-36 hours, you know it started as a watch, then downgraded to an advisory, and now upgraded to a full fledged warning. I HIGHLY advise to keep checking back here and use the links supplied above for the latest updates. This is a constantly changing system and the watches or warnings are changing on a dime. With that said, it does appear this could be a pretty nasty winter event. According to NBC 29 in Charlottesville, Nelson County School officials already have canceled classes for Thursday.

The current thinking now is that more snow will fall during the day Thursday, with a gradual change over to freezing rain late in the day and night. That complicates things even more adding ice on top of any snow that accumulates during the day. Forecasters are talking about a swath of snow from 4-8 inches 3-6 inches in our area, but keep in mind the more likely areas to get that would be on the mountains vs valley. It’s not out of the question to even see up to 108 inches of snow on the mountains IF we get the timing right. Remember, these kinds of systems are notorious for changing or not playing out as originally forecast, so again let’s keep updating as the moisture to our SW arrives. The regional radar above and the warning graphic are great ways to see the most current changes. I do think the heavier snow for Nelson will not arrive until shortly after daylight Thursday. Lots of dry air is in place and it will take a bit for it to moisten up before snow actually starts reaching the ground.

Overnight Thursday an area of warmer air slowly begins sliding in which will change the snow to sleet & freezing rain. That could make a real mess. Fortunately on Friday we make it above freezing to the mid 40’s before we head into the deep, deep freeze for the holiday weekend. We’re talking overnight lows 10-15 degrees in the valley and around 0-5 above at Wintergreen. BRRRRRRRRR! Daytime highs over the weekend don’t even make it out of the 20’s Sunday for valley highs and 15 to 20° mountains.

OKAY HERE’S THE BOTTOM LINE:
-Winter Storm Warning on Thursday
4-8 inches 3-6 inches of snow possible valley up to 10 8 inches” mountains particularly north of I-64 along Skyline Drive
-Freezing rain possible Thursday night
-Very cold Temps by Weekend

NCL has learned that parts of Wintergreen Mountain and homes there are without water this evening. Workers are trying to repair the problems now. Our Weather Watcher, John Taylor updated us just a little while ago:

“There is water on the mountain. The snow guns are on full blast. The condos have water. The mountain inn has water.

However the water is shutoff near the intersection of Blue Ridge Drive and Shamokin Springs Trail. I am told that our neighborhood (Chestnut Springs) and the whole Laurel Springs area is shut off.

I just got a call from Nelson County Service Authority from Lovington. There are 4 workers up here now trying to repair things. They hope to get things back on tonight. So The affected area is everything (single family homes) “north” of the golf course (north of Blue Ridge Drive).

Our water was off last night when I got home from Dallas. I called many people and was told they couldn’t dig until today because the other utilities had to mark their lines this morning. A trickle was restored today at 1 pm. Water was back on at 2 pm. I was told only the two streets in the “Chestnut Place” neighborhood were affected.

Around 6 pm tonight we noticed it was off again so I started calling. Turns out tonight, many homes are affected. Not just our one street.”

Appreciate John letting NCL know, we have has some inquiries tonight and wanted everyone to know the status.

Tuesday was a pretty blustery day across Central Virginia and Nelson County. Some snow showers managed to make it over the Blue Ridge just before noon to give folks a glimpse of some snow showers before skies became partly sunny for the remainder of the day. Temps struggled to make it out of the 30’s all day in the valley and finally reached 40° briefly. Upon the mountain the temp never cracked the 25° mark, only reaching a high of 23 degrees after a morning low of 15°.

Wednesday will be a fairly quiet day with slightly warmer readings than yesterday. Overall a day of tranquility before the forecast gets interesting and challenging for the next 36 hours. By now most folks have heard about the possibility of winter weather Thursday. There is a distinct possibility and as I mentioned yesterday these things are very difficult to predict in the mountains. No one, including me, though the brief snow showers would have made it over the BRP Tuesday morning, but they did. It’s nature you know! With all of that being said, I continue to say Thursday’s round of winter time fun bears watching. Temperatures are critical on this, as is the path of a developing low that will scoot up the eastern seaboard. Many models and forecasters are conflicted on this one. The general consensus as of Tuesday night … the timing of the moisture’s arrival and temps won’t be just right so it could be simply rain or turn to rain. That’s below, I think in the mountains, yes Wintergreen, if we get the moisture you’ll have snow above 2000 feet. I am not ready to commit on this one just yet, but I will be updating often Wednesday, as I usually do when we have a potential winter storm developing. Again, I am concerned with icing potential on this system. Temps are teetering on the freezing mark in the valley during the event, so that could mean snow, sleet, and freezing rain at one time or another. Best to keep checking back here, I will be putting up the latest data.

Friday the system begins moving away by noon with gusty northerly winds kicking in. By the weekend get your long johns handy, throw a log on the fire, and cuddle! It’s going to be cold…VERY! Temperatures of 10-15 degrees will be common in the valley at night for the weekend, with 0-5° readings on the mountains. It will never make it above freezing Sunday and just barely Monday in the valley. By Tuesday snow chances work back in the forecast.

By the weekend Saturday, skies are generally partly sunny with highs valley in the upper 30’s and upper 20’s mountains. Overnight lows 10-15° valley, single digits mountains. Sunday afternoon highs remain in the mid 20’s valley and around 15° mountains. Overnight into Monday morning look for a valley low of around 10° and from 0-5° on the mountain.

UVa Children’s Hospital and Wintergreen Resort Team Up to Promote Snowsports Safety
Event to Kick off National Safety Awareness Week

Safe Sliders, a program developed at the University of Virginia Children’s Hospital, and offered at Wintergreen Resort, will launch for its third ski season on Saturday, Jan. 19, from 11 a.m. to 2 p.m. at Wintergreen Resort.

The award-winning program raises awareness about skiing and snowboarding safety. Children who visit Wintergreen Resort can look forward to activity books with updated snowsports safety guidelines and reflective zipper pulls to attach to their jackets. The Wintergreen Resort mascot, Ridgeley the Bear, along with a crowd of young skiers and snowboarders will help launch the 2008 Safe Sliders program.

“We’re so excited about launching the program for a third year in a row and helping to bring yet another opportunity for young skiers and riders to develop safe slope practices that can last a lifetime,” said Maria Synan, Project Coordinator, UVA Health System Office of Community Relations, Service and Outreach.

In fact, the U.S. Consumer Products Safety Commission reports that ski helmets could reduce or prevent the effects of 53 percent of head injuries suffered by children younger than 15 while skiing or snowboarding. Nationwide, a quarter of million children are injured annually while participating in winter sports. Thanks to UVa Children’s Hospital and Wintergreen Resort, young skiers can learn to play it safe and have fun in the snow.

“We’re proud to offer this program to our youngest customers who are learning to love winter sports,” said Jay Roberts, Vice President of Mountain Operations at Wintergreen Resort. “If safety is reinforced at a young age, then these lessons will stick with children into adulthood.”

Those who display their reflective zipper pulls at participating Wintergreen venues can receive additional prizes and freebies. This event kicks off the start of the National Ski Areas Association National Safety Awareness Week, which is January 19-25, 2008.

Yvette took the shot above this weekend while hiking the AT. There’s a special reason you see the person there with their dog. We’ll tell you more about it in our February issue of NCL….shhhhhh, it’s a secret! Sort of.

Can you believe we were talking about 70° temps last week only to have afternoon highs in the low 30’s on the mountains Monday. That’s pretty much a glimpse into the future for all of us over the coming week. Don’t look for temps to go up very much until at least next week. As a matter of fact, the coming weekend into the holiday next Monday, will bring some of the coldest weather so far this year. We will see a brief journey into the lower 40’s before then, but the deep freeze is on the way by Saturday & Sunday night. That is excellent news for Wintergreen Resort, they have been making loads of snow lately and most of the coming week looks favorable for them as well. Remember you can click on that handy highlighted blue logo above to get the latest slope conditions at anytime.

Speaking of snow, we have a shot at some of the real stuff by Thursday into Friday of this week. This one, like all of them here in Central Virginia is hard to pin down. It is apparent that we’ll have ample moisture to work with, but again depending on the track of the storm, that determines whether we end up with snow and or rain. We could be talking freezing rain even. Phil D’Ambola hates me when I say freezing rain or snow. But says it’s fine on Mondays or Tuesdays! This one is too far out to know for sure, but I will say you should pay attention to this as temperatures are more in line this time than last week. We’ll keep updating you throughout the week. There is the chance for light snow showers over the next day or so on the western slopes of the BRP, but nothing to get excited over.

16-year-old Molly Brown admits to spending a good part of her life on the sidelines.

“I have memories of the kids playing kickball on the playground and I would be the nerdy girl on the corner reading.”

Born with cerebral palsy, a crippling disease that limited her ability to play sports with her fellow classmates, Molly had no idea she was an athlete.

“It didn’t really register with me,” she says, her long hair damp from several runs on the slopes at Wintergreen. “I mean I’ve always known that I like speed, I like thrill, I like going fast. I’m the girl that
likes all the huge roller coasters at the amusement parks and wants to go as high as she can and fast as she can anywhere.”

About five years ago, Molly’s orthopedic surgeon suggested she take up adaptive skiing as a means of staying fit. If she could strap herself to 15 to 20 pounds of adaptive ski equipment, and allow her
body to slide down hill, then perhaps the slippery slopes in Molly’s life wouldn’t be so hard to tackle.

“I walk with a kind of crouched, awkward gait which results in really lowered stamina and a fair amount of knee pain. So being able to ski sitting down allows me to avoid all that and still participate in a
sport.”

“This is a downhill leveling of the playing field,” says Michael Zuckerman, Executive Director of Wintergreen Adaptive Skiing. “They don’t have great difficulty sliding down a hill with snow on it.”

“There’s this feeling,” Molly explains, “especially when you’re little and your self esteem is low and everything centers around ‘The kids can do this and I can’t’, there’s this feeling of complete helplessness
like you’re an outcast. It’s really easy when you’re disabled to feel broken, like something doesn’t work or doesn’t function. In coming to this program I got two things simultaneously: both a real sense that my
body did work and I did have control over it and I could develop it and there’s so much power in that.”

Michael, who has seen Molly develop as a student into a junior instructor, says the sport is therapeutic.

“So Molly, she could never compete with her peers in soccer or in basketball, [but] she will be, if she’s not already, a much better skier than all of her able-bodied
friends.”

As Molly knows, anyone born with a disability has to work harder at achieving and maintaining a high
fitness level. To do that, Molly hits the gym. Hard.

“I like free weights a lot so I lift a lot of free weights. Chest press, bicep curls, anything with the
triceps. I also do sit ups and push ups and any kind of cardio that I can manage too just to stay fit because the lower you can keep your body fat the less you have to lift. So I ride a stationery bike. Sometimes I swim,” Molly says matter-of-factly.

“She doesn’t have a disability in this sport,” Michael says as he watches her grab lunch before
gearing up for another run. “She can be as good as she wants to be.”

A potent storm system has been working it’s way up the eastern seaboard over the past day. It brought light rain and some light snow showers to parts of Virginia, but gave the NE U.S. a big shot of winter weather. Originally last week it looked as though the storm would give Central Virginia some significant snow, but the low pressure area responsible for the big snows to our north didn’t get close enough to really dramatically affect our area.

Look for skies to become partly sunny as Monday wears on, but winds will pickup as well, sometime gusting to near 30 MPH from the west. There will be some upslope snow showers to the west through Tuesday with a stronger winter storm system possible by week’s end. Temperatures will be generally in the 40’s for valley highs this week and 30’s on the mountains. By next weekend we head into the deep freeze in a big way. Overnight lows will be in teens and single digits!
