BOARD OF SUPERVISORS’ MEETING
Thursday, March 26, 2009

PRESENT: Mr. Allen Hale, Mr. Tommy Bruguiere, Mr. Tommy Harvey

SHERIFF DEPARTMENT PRESENTATION ? Capt. Ron Robertson presented a report on
the Sheriff Department?s activities and planned programs for the future. He
noted the establishment of patrol sectors so that all areas of the County
will see deputies more frequently. A private tip line for reporting
information to the Department at (877) 570-TIPS has also been established.
He said there are currently enough officer positions, but Sheriff Brooks
would like to get four new deputy positions to accommodate new demands and
programs. In the short term, he requests that both County-funded positions
be filled. One of the positions is currently empty and under a temporary
hiring freeze, and the other will be vacant effective April 1. In addition,
four new positions will be needed to provide security at the front door to
the new Courthouse complex (2 officers) and one each for the transport of
prisoners and a new truck safety program. Mr. Carter said that Federal
funding is available for new officer positions, and asked the Board if they
wished for him to make an application before an April 12 deadline for the
funds. He said the Federal money would pay for the first three years of
salary and benefits, but the County would be responsible for at least a 4th
year (at a cost to the County of approximately $59,000 per officer). Mr.
Harvey made a motion and the Board voted in favor of continuing to fill the
two existing, County-funded positions. The Board also voted to apply for a
Federal grant under the COPS program for two new deputy positions.

PART-TIME REGISTRAR OF ELECTIONS ? The Board approved a job description for
a new substitute Registrar of Elections to assist the Registrar of Elections
(for up to 2 ½ days per week) during very busy election periods or to fill
in when the Registrar is travelling. Ms. Jackie Clark, the newly appointed
Registrar, explained to the Board why additional funds were needed for the
remainder of the current fiscal year, and the Board approved the requested
$2,584.

FY 09-10 BUDGET PERSONAL PROPERTY TAX RELIEF ? A decision on the percentage
of tax relief for qualified vehicles (e.g. vehicles used for personal use)
from the personal property tax was deferred until the Board?s next meeting
in April, because new information has just been received from the State that
must be considered.

FY 09-10 BUDGET PERSONAL PROPERTY & REAL ESTATE TAX RATES ? As discussed in
previous budget sessions, the Board decided to maintain all local tax rates
on property at the same rates as 2008. The rates, levied on $100 of
assessed value, are:

Real Property Tax $0.55
Tangible Personal Property $2.95
Machinery & Tools $1.25
Mobile Home Tax $0.55

FABER/SCHUYLER SOLID WASTE COLLECTION SITE ? The Board passed a resolution
to authorize the County Administrator and the Board Chairman to contract
with Wiley/Wilson to provide a subdivision plat ($4,730) and engineering
services ($38,180) for the Cove Valley Collection Site Project. The
consulting services will include Saunders Surveys as a sub- contractor of
Wiley/Wilson. The County will proceed with purchase of the land once
suitability of the site with respect to soils and survey has been
established.

PUBLIC COMMENT ? The current owner of the existing Schuyler Collection Site
(Mr. Steve Britt) stated that he would appreciate being kept informed of
plans for the disposition of the Schuyler site. He noted that he has been
paying taxes on the property, while the County has been using it without
payment. He requested that the County keep him better informed of changes
in use of the site. If the site is closed, he expects the County to pay for
any cleanup that may be necessary. Mr. Carter responded that he had only
recently learned that Mr. Britt was the new owner. Mr. Hale said that he
would welcome a conversation with Mr. Britt about the operation of the site
and plans for the future.

Meeting adjourned.

The mood casual, the music perfect as The Playtime Concert to raise money for a new playground at The Rockfish Valley Community (RVCC) went off without a hitch this past weekend. Four different musical acts took the stage to help raise money for the playground that’s being built this summer on the grounds of the old Rockfish Elementary School turned community center.

Kids had a great time during the performances down in front of the stage.

The project is the brainchild of Margaret Clair, an RVCC board member, wife, and mother of three young children. The playground has been a passion for Margaret over the years. This summer the playground becomes a reality.

Talk about some beauties! They were out in all of their glory Saturday night at the Womanless Beauty Review held at Nelson County High School. The Roseland Rescue Squad held the event as its fundraiser for this year’s Relay For Life event being held May 2nd. “This is for the American Cancer Society, but this is our team fundraiser – we are Angels in Disguise – for the Nelson County Relay For Life. This is our team fundraiser to raise money. It’s really fun, it’s for a good cause,” says Robin Howell-Herring who helped coordinate the event. Her father-in-law passed away two years after battling lung and brain cancer.

“Tonight’s being dedicated to his first sergeant [Lisa]; we’re doing it for a special occasion for her. She is a cancer survivor, but it has come back. This is the very first time I have done this,” says Julie Hughes, wife of Virginia State Trooper, Donald Hughes, who also volunteers with both the Lovingston and Roseland Squads. His makeup in the picture above is what his wife had around the house, making sure it matched his eye color, of course!

“It’s all in fun. We like to have a good time. The job we have for fire & rescue sometimes gets intense but we have to have moments like these to make light of the situation to get by,” adds Wendy McCarthy of the Roseland Squad.

Why Does This NCL Website Sometimes Display Funny On My Computer Screen? : 4.4.09

If you have been a regular visitor of our NCL website for any length of time, you know by now we are not the biggest fans of Microsoft Windows. The list of why is way too long to go into here. It’s why we have been an all MAC shop for over a decade. You just don’t have the issues found in Windows. But we are realists, and know it’s the majority operating system and most people have MS machines currently, though that is changing. When you buy that machine, you get the default Internet Explorer web browser. With regular updates to the OS software you can view and surf any website with no problem.

In the past few days some readers of this site report funny looking displays when viewing on IE browsers. Not many, only a hand full, but some people do. This is caused from the users not keeping their OS updates current. Our site uses all kinds coding and software products to make all of the displays work. For example, Flash is just one of many. If you don’t have that update or plugin on your computer, you won’t see some of the features on our site. Or they won’t display properly. It’s not just the case here, but on countless sites across the web.

If you like using IE to browse the internet, then be sure to keep it and your operating system updated. It’s the safe thing to do as well, since your security updates from Microsoft come down in those updates too. That keeps your computer from being totally vulnerable.

For the best browsing experience on our site and thousands of others, we suggest Firefox browser from Mozilla. Whether you use Windows or MAC, it’s by far a superior browser to the standard ones as part of either OS. There are many other good ones too, but that’s one we know works the best on our site.

You can download their browser by clicking here to visit the Mozilla website. Look for Firefox download and follow the simple instructions.

Again, if you insist on using the MS IE browser, be sure it’s up to date or you won’t see things correctly in your browser, not only here, but on countless sites across the web.

Martins Store Substation BPL Update

April 3, 2009

This week we finished the Woodsmill 1 headend. This means that all the backbone units are installed for every circuit except what we call the Nellysford circuit which runs South down Rockfish Valley Highway. There is about 2 weeks worth of work left to finish all the backbone and finish hanging CAUs. We continue to bring sections of the network (and therefore customers) online. Twenty four new customers were brought online this week. The Afton 1 headend (the first section of the circuit north of the substation) experienced a problem early today. We were able to resolve the problem by mid-afternoon and the Afton 1 circuit is now online again. We will maintain a troubleshooting line crew (the guys in the bucket truck) on site for as long as necessary to see that every customer’s service is working and will continue to have field personnel available for in home issues.

We have also provided a document explaining how IBEC’s BPL system works and explains some of the terminology we have been using. Download and view by clicking here.

Thanks again for your patience,
IBEC Customer Service

Nelson County Life has learned that Wilson Elementary School in neighboring Augusta County was put under a “precautionary lockdown” after school staff received reports of a man with a gun in the woods, says Assistant Superintendent of Administration for Augusta County Public Schools, George Earhart. “We take things seriously.”

The lockdown was campus wide, affecting the elementary, middle and high school buildings. Once local authorities gave the go-ahead for a modified lockdown, the schools proceeded with dismissing students for the day.

The Augusta County Sheriff’s Department continues to investigate the report of the gunman; a canine search is underway, we are told.
