Breweries & New Cidery On The Move Here In Nelson

It’s no secret that Nelson County is the place to be on the east coast if you are in the business of making wine, beer, and now cider! Bold Rock Cidery started construction a few weeks ago on the site owned by John Washburn. It’s on the left about 2 miles south of Nellysford soon after you pass Spruce Creek. ““It [will] be a welcoming ‘public house’ in the original sense of the word,” said John. “A place for locals to gather and visitors to enjoy.” John managed to lasso one of the world’s premier cider makers, Brian Shanks. Brian is a co-founder and COO of the newly formed company.

Head north up Route 151 about 10 miles or so and Blue Mountain Brewery is just days away from opening their new expanded restaurant & event facility. Above, people enjoy a nice afternoon on the patio in front of the soon to open addition.
Hayley grabbed this shot of the shiny just finished floors in the addition at Blue Mountain. The new section will be opening sometime on September.
Photo By Heidi Crandall: Jump one county over and Nelson established Devils Backbone Brewing is well on their way to completing their 15,000 square foot comercial brewing facility in neighboring Rockbridge County.
Steve Crandall (DBBC owner) says they’re not aiming to ship across the country, but the response to the DBBC beers has been “phenomenal” so they definitely need another brewing outlet (that’s where Rockbridge County’s “Outpost” comes in), though the Nelson County “Base Camp” will definitely still be brewing.
Photo By Hayley Osborne: Back in Nelson County, Nellysford to be exact, Mary Wolf and brewing son, Danny, are closing in fast on getting their new brewery and restaurant open. Mary, above, looks over and enclosure just finished at the Old Rockfish School just south of Nellysford. She recently bought the property for her new venture.
Out back, Mary inspects the recently framed addition that will house the actual brewery. Wild Wolf Brewing is slated to open in their new location on 11-11-11 if all goes as planned.

Irene : Little Effect on Nelson – Elsewhere, Different Story

Eastern Virginia & North Carolina
We essentially got nothing here in Nelson County from the passage of Hurricane Irene to our east. But that was a far different story on the Eastern Shore of Virginia and places such as the Outer Banks in North Carolina. Extensive damage has been reported there. It also continues all the way up the coast to New England.

In Nelson we saw less than 1/2″ of rain and no winds higher than 35 MPH. In Richmond considerable damage was reported along with heavy rains.

Another developing storm way off in the Atlantic could affect the US mainland in about 10 days to 2 weeks. It is expected to become a hurricane withing the next few days.

In spite of threatening skies lots of people still weathered the rain and took past in several of the events going on in Nelson County this past weekend. Devils Backbone held their Mountain Cross this past Saturday morning. It’s was a 66 mile race across the hills of Nelson County.

Later in the day people dropped by for SummerFest @ Devils Backbone featuring; Baaba Seth, Matt Horn & Friends, Downbeat Project, and Olivarez Trio.
Up the road in Afton, people relaxed in between rain showers awaiting the performance of The Steel Wheels who played later in the evening Saturday.

Labor Day Weekend is up next! Lots more to do over that holiday here in Nelson!

REGION 2000 REGIONAL WATER SUPPLY PLAN: Mr. Mike Larson, Draper Aden, reviewed the draft plan including a drought response and contingency plan. Read the study at http://nelsoncounty.com/files/2011/07/RPT_-_11_0413_-_Region_2000_WSP_Revised_April_2011_-_DAA_MP-Reduced-File.pdf

Supervisors voted unanimously to adopt the Region 2000 Water Supply Plan as it relates to Nelson County. Supervisors tabled a resolution to adopt a local drought ordinance for further review.

CLOSED SESSION: Supervisors met in Closed Session to consult with legal counsel regarding the Lovingston Health Care Center/Medical Facilities of America and to consult with legal counsel regarding the Gladstone Rescue Squad receivership. Following the Closed Session, Supervisors directed the County Attorney to continue conversations with MFA.

HEALTH DEPARTMENT BUILDING: Discussion tabled until the next meeting.

LEASE AGREEMENTS: Mr. Payne (County Attorney) asked the Board for direction on the tower lease for the Gladstone Rescue Squad property given that that property has now reverted to the county. He noted that the county can enter into the agreement or assign it to another party. Mr. Johnson said that the county should retain the ability to co-locate on that tower and should ask Clay Stewart what he needs on the tower. Supervisors authorized the county attorney to negotiate best possible agreement.

Mr. Payne advised the Board that a new lease will be going out to Cingular (AT&T) for the Devils Knob tower. If they enter into the agreement within one year, they will pay $77,000 (1/2 of the estimated cost of the tower) with the lease agreement on the equipment going to WPOA. Supervisors directed Mr. Payne to move forward with the new lease, noting that the county will build the tower either way.

Supervisors adopted a resolution authorizing public hearings on the two issues above related to public property and the county entering into lease agreements on the sites.

JOB DESCRIPTION/FULL TIME SOLID WASTE MANAGER: Tabled for further consideration by staff.

GLADSTONE VOLUNTEER FIRE DEPARTMENT INVOICE: Supervisors voted unanimously to approve reimbursement of an invoice for $224.63 for medical supplies.

PERMITTED SIGNS: Mr. Carter presented a resolution of intent to amend the Zoning Ordinance related to signs in various districts, noting that the Rockfish Valley Community Center wishes to put up a sign but is limited to a 6 square foot sign in a Residential (R-1) District. Mr. Harvey said that the problem is that RVCC is zoned Residential and should be zoned Business or Agricultural. He said that he thought the zoning had already been changed. Supervisors directed staff to investigate the zoning and have RVCC apply for a rezoning if one is needed.

We’ve been hearing tons of chatter about a group of airmen walking through Nelson County carrying a flag. Marcel McNicoll got this picture to us Friday morning. Turns out it’s a group of active soldiers from Langley AFB. They left Texas on July 4th and are walking to New York City to honor their fallen comrades on 9-11.

Give these guys some room and let them know you support them if you pass by.

SPECIAL USE PERMIT/CENTRAL VIRGINIA WIND ENERGY: Mr. Dan Boyle, representing property owner Mr. Barton Biggs, submitted an application for a permit to install a 140-foot wind turbine on a 175-acre property at 4026 River Road, Faber. Mr. Boger reported that the property is on a section of River Road designated Scenic Byway and that the turbine would be visible from the road, especially when the leaves are off the trees. Mr. Boger also said that the application indicates that the blades will be white in color and said that the white might be more noticeable from the road.

Mr. Boyle stated that the turbine would be approximately 40 feet above the tree line. Ms. Russell asked about the type of fence. Mr. Boyle said that the steps would be removed from the ground up to the 12-foot mark to make discourage anyone from climbing the tower. Ms. Russell asked about lighting and Mr. Boyle said that the turbine would not be lit. Ms. Russell asked whether the lattice on the tower would be reflective and Mr. Boyle said that it would be galvanized.

Ms. Russell said that the only issue seems to be the color, but said that she has seen a turbine with white blades in Albemarle County and it did not bother her. She said that she finds the turbines much more attractive than cell towers. Mr. Boger said that the turbines could be detrimental to Bald Eagles and bats.

With no public comment, Commissioners voted unanimously to recommend approval of the 140-foot wind turbine.

CLASS I COMMUNICATION TOWER/AT&T/WATERWORKS LANE: The applicant submitted an application for a 78-foot metal monopole tower with a 2-foot lightning rod on property located on Waterworks Lane, Wintergreen Resort. The application notes that the tower will replace an existing tower and will be painted dark brown. The application also includes a request for a waiver to Section 20-7-K-5 landscaping requirements. The area is wooded and well screened from adjacent properties.

With no public comment, Commissioners voted unanimously to approve the tower and grant a waiver to the landscaping requirements.

SUBDIVISION ORDINANCE: Mr. Boger presented information on requiring shared driveways for lots fronting on state roads. He reported that VDOT requires a commercial entrance when three or more lots share a driveway. After discussion, Commissioners directed staff to prepare draft language to require that every two lots share a driveway for smaller lots, possibly 5 acres or less in size. Anything over that size would be exempt from the requirement.

COMPREHENSIVE PLAN WORK SESSION: Commissioners directed staff to determine whether a quorum would be available to meet on Wednesday, October 5th at 7:30pm. They set Wednesday, October 12th as the second option for a meeting.
