The old record was 54 set in 1980.

In Blacksburg… the low of 45 at the National Weather Service office
broke the record of 47 set in 1961.

Kudos to Ann Strober once again. Ann sent in this really nice picture of the sun on the clouds above Nellysford creating some great colors up above. Ann always sends in nice weather pics and we appreciate ya’ Ann!

With such clean and clear air lately we’ve been able to see lots of really nice cloud formations up above and lots of star gazing at night! We’ll have another mostly sunny day today with a chance of isolated thunderstorms, mainly west, and temperatures pleasant in the low & mid 80’s. But we’ll have a return to southerly winds so the humidity will tick up ever so slightly.

By tomorrow that southerly flow help to increase clouds a tad, but little in the way of rain. Though we have a shot at the afternoon garden variety storms dues to the increased humidity, nothing organized looks to be headed our way until early next week.

We continue to watch activity brewing out in the Atlantic. You can view more by clicking here. We will add more updates as this develops and / or if it moves closer to the East Coast interests.

Board of Supervisors 08.12.08

BOARD OF SUPERVISORS
Tuesday, August 12, 2008

Present: Mr. Tommy Harvey, Mr. Allen Hale, Mr. Tommy Bruguiere,
Ms. Connie Brennan and Mr. Joe Dan Johnson

REGIONAL LEGISLATIVE PROGRAM – Mr. David Blount, Legislative Liaison with
Thomas Jefferson Planning District Commission, reported that he hopes to
have a draft program to the localities in September and asked for Board
input on priorities. He said that transportation, impact fees and proffers,
Comprehensive Services Act and state and local revenue issues will again be
priorities. Mr. Bruguiere said that the county would like to see education
funding, reduced after adjustments to the composite index, restored. Mr.
Blount said that he would look at options to addressing that issue with
legislators.

VDOT REPORT – Mr. Kevin Wright reported that funding is now in place to
begin the design work on turn lanes for the Rt. 151/635 (Greenfield Road)
intersection. He noted that the design work could take two years or more
though.

AFFORDABLE HOUSING – Mr. George Krieger, Nelson County Community Development
Foundation, reported that Thomas Jefferson Planning District Commission is
sponsoring an ongoing conference on regional affordable housing to identify
the issues and goals. He noted that there will be a follow-up event in
October at which each locality will review what they are already doing and
identify at least one new affordable housing initiative they will be
pursuing. After reviewing what Nelson County is already doing, Mr. Krieger
presented a list of six new potential initiatives including financial
support for several programs that help qualified families work toward home
ownership, waiving certain fees for affordable housing projects and use of
enabling legislation to waive certain taxes related to affordable housing
projects. Mr. Krieger, noting that he would attend the Board’s September
meeting to follow up, offered to provide more information on any of the
proposed initiatives.

FABER/SCHUYLER COLLECTION SITE – Mr. Harvey reported that the county has
made an offer to purchase property on Rt. 6 East and Bunny Lane in Faber.
Mr. Carter noted that the owner of that property does not want to sell to
the county however. Mr. Harvey said that members of the Board have met with
adjoining landowners on Rt. 6 to discuss their objections to the collection
site being built on the Bunny Lane property. He reported that Board members
have also met with representatives from the Cove Valley Recreational Center.
He said that not all members of CVRC were present but 11 people voted 8-3
to try to work out a proposal for the county’s purchase of that site for a
convenience center. Mr. Harvey said that a surveyor has looked at the site
and that, while it is not the best site, it could work for the convenience
center.

Mr. Harvey suggested that two Board members work with the CVRC members to
see if the details could be worked out on that site within the next two
weeks. He also suggested that county representatives try to meet with the
owner of the Rt. 6/Bunny Lane property. He said that he would hate to use
the condemnation process, but would not hesitate to do so in this case.
(NOTE: Proceedings to take land under eminent domain are commonly referred
to as condemnation proceedings. Eminent domain is the power the state has
to take land for a public use and the owner of the property is typically
entitled to a reasonable compensation, usually defined as fair market
value.) Mr. Harvey noted that the property was on the market for sale and
the county offered the asking price for the property.

Mr. Hale asked where the county is in the contract process. Mr. Wood, the
seller’s real estate agent, said that the county is under no legal
obligation to purchase the property unless the owner signs and returns the
contract. He noted that his client has said that she will not sign the
contract, thereby rejecting the offer. Mr. Wood noted that the county can
also withdraw its offer.

Mr. Hale said that he has tried to work with the Cove Valley organization
for a long time. He said that some members are resistant and some have
total inertia. He said that the county is reaching the point, with either
property, that it will have to think seriously about eminent domain. He
said that he would be reluctant to do so, but it may have to be done. Mr.
Hale said that he would prefer the Cove Valley property as it is not being
utilized and has not been used for years.

Ms. Brennan said that she attending the Cove Valley meeting and felt that
the group does like their park but members are not cohesive. She noted that
she and Mr. Hale would be doing a town hall meeting on August 19th at 7pm at
the Faber Rescue Squad Building to get public input on this and other
issues. Ms. Brennan said that she does not want to close the door on the
possibility of another collection site in the Faber/Schuyler area but that
it would have to be suggested and looked at in the very near future. Mr.
Johnson agreed that the county should take action within the next two weeks.

Mr. Harvey said that the Bunny Lane neighbors should realize that the county
has a sum of money to spend on this site and would prefer to spend it on
development of the site rather than on legal fees. Mr. Wood said that he
would talk to his client again to advise her that the county is going to
pursue the issue. Mr. Bruguiere said that the time to do something is now.
He noted that the property is for sale and the county made a good faith
offer. He said that the Bunny Lane property is 6 acres and the county can
certainly conceal a convenience center on that much land. Supervisors voted
5-0 to appoint Mr. Hale and Mr. Harvey to work with owners of both
properties over the next two weeks to try to reach an agreement.

COUNTY ADMINISTRATOR’S REPORT – Mr. Carter reported the following:

– Courthouse Project – Wiley and Wilson has submitted 90% complete final
design drawings to the county for review and comment. Updated cost
estimates, based on the 90% final design drawings are due this week.
Closing has been completed on land adjacent to the courthouse and the
relocation of the cottage structure located on that property will be
completed as a part of the overall courthouse construction project.
Davenport and Company is preparing a proposed financial strategy for the
project and both Wiley and Wilson and Davenport and Company plan to present
their information at the August 28th Board meeting.
– Collection Centers Project – The County assumed full operational
responsibility for the system on August 4th. Work is in process to complete
final equipment installations at the four un-staffed convenience centers
(Gladstone, Montebello, Blackrock and Wintergarden).
– Solid Waste – Staff will meet this month with DEQ staff to discuss
implementation of a glass re-use program wherein glass will be collected by
the county to be used as a fill material. Staff will also talk confer with
DEQ staff and Region 2000 Services Authority personnel on initiation of a
wood waste collection service at the county’s transfer station.

APPOINTMENTS – Supervisors voted 5-0 to make the following appointments:

– Nelson County Library Advisory Committee – Ms. Jane H. Strauss (Central
District) and Ms. Janet Ngai (West District).
– Nelson County Welfare Board – Ms. Pauline Page (East District)

REZONING/MS. LINDA CATALANO – Mr. Boger reported that the applicant has
requested a rezoning of approximately 33.427 acres from Industrial (M-2) to
Agricultural (A-1) located at 10363 James River Road in Shipman for the
purpose of obtaining a loan for refinancing the property. He noted that the
applicant has requested a deferment of her request until September to allow
her time to explore other options for the property. Because the rezoning
request had been advertised for public hearing, Supervisors opened the
public hearing and received no comment. Supervisors then agreed to defer
the issue and took no action.

AMENDMENT TO SPECIAL USE PERMIT/AT&T – The permit, issued in 1996, allowed
Alltel to construct a 170-foot communications tower on property owned by
Robert and Claudia Brush at 21257 Thomas Nelson Highway, Faber. AT&T has
now requested that the permit be amended to allow them to co-locate antennas
and equipment at 120.6 feet on the tower. With no public comment,
Supervisors voted 5-0 to amend the permit as requested.

PROPOSED AMENDMENT TO SUBDIVISION AND ZONING ORDINANCES/INDIVIDUAL SEPTIC
SYSTEMS – Mr. Boger presented the Planning Commission’s recommended
amendments. Mr. Massie Saunders and Mr. Steve Thomas presented various
scenarios demonstrating why soils work should be done on all lots at the
time of division. Mr. Hale questioned why Family Subdivisions should be
exempt from soils work. Mr. Harvey noted that some of the most messed up
lots in the county were done as family subdivisions. Mr. Bruguiere said
that the “average Joe” should not have to bear the expense of soils work to
divide off a few parcels when there is no intent to develop the land. Mr.
Johnson said that the question is whether the soils work should be done at
the point of sale or the point of building. Supervisors agreed that Mr.
Hale would work with Mr. Boger on the draft to be brought back to the
Supervisors at the August 28th meeting.

PUBLIC COMMENT – MS. JACKIE MASSIE, Faber, said that she does not want the
collection site on Bunny Lane in Faber. She said it makes no sense to put a
dumpster on the road through one of the prettiest areas of the county. MR.
BRUCE VLK, adjoining landowner, said that he is opposed to the collection
site being located on Bunny Lane, noting that that is a residential and
agricultural land and not appropriate for a dumpster site. He cited
potential problems with traffic, lights, vermin, etc. Mr. BYRON MASSIE said
that the Cove Valley Recreational Center site would be a better site for the
collection center. He asked what the county would do with the rest of the
six-acre parcel if they used the Bunny Lane site. Mr. Harvey said that the
county has no plans for the rest of the site and it would be maintained as
is.

Meeting adjourned.

Thanks once again to John Taylor for this morning’s weather photo. This is another nice one after the rainbow he sent yesterday. This is morning fog down in the valley looking east past Black Rock Mountain at Wintergreen toward Nellysford & Scottsville. We’re getting into the time of the year where fog begins forming on these cool nights, especially when there’s been any rain at all.

Also had a question Monday sent in by NCL web reader Nancy Maxson about the Perseid meteor showers:

“Hi Tommy!
Say, when’s the best time to view the coming Perseid shower this year?
I’ve heard anywhere from 9 pm to not before 3 am.
And what’s the weather forecast for viewing, cloudy or worth the trip up to
the parkway? Thanks and enjoy!
Nancy”

Stefan Seip took this picture over Riedseltz, France. The image shows the Milky Way in the Cepheus and Summer Triangle region. It shows also 6 Perseids and one Non-Perseid meteor. August 12/13, 2005 22:32 – 1:28 UT. Camera: Canon EOS 20Da, tracking the stars. Lens: Canon EF-S 10-22mm @ 11mm f/4 ISO 1600. Exposure time for the background: 10x 2 minutes. Credit: Stefan Seip. Courtesy www.space.com

Well, Nancy with a little research here’s what I have found out from an article on www.space.com last night:

“The best time to watch, regardless of your location, is from 2 a.m. to dawn local time, but the best seats will be in the western half of North America where dark skies coincide with the peak activity.

The Perseids get their name from the constellation Perseus, from which they tend to emanate like spokes from the hub of a wheel. The meteors can make their appearance anywhere in the sky, however.”

The absolute peak was this morning on the 12th, but don’t let that disappoint you, there’s still some mornings left to view the showers that will continue over the next several early mornings.

The BRP is a great location to view from because you get away from any light noise, but if you have a rural location away from lights here in the valley, you should still be in great shape! The weather for the next couple of nights should be very good for viewing!

Good luck Nancy, and thanks for the question!

Weatherwise, we’ll continue with the really nice weather. Yesterday was spectacular with low humidity along with low pleasant temps and a nice northerly breeze making it feel great all day long! Last night was really cool almost chilly with 40’s and 50’s for lows, allowing folks to open the windows and enjoy the crisp cool air!

Today will be a tad warmer, but the humidity will still be low, so it will still feel nice with a light westerly breeze. By Wednesday winds become more southerly allowing increases in humidity levels, but still nice for August with temps in the low and mid 80’s right through the weekend.

There’s some activity brewing out in the Atlantic as well that may eventually warrant watching for tropical storm / hurricane development. You can view more on the activity by clicking here. We will add more updates if this develops and / or moves closer to the East Coast interests.

Thanks to Milly Colella and John Taylor for the beautiful pictures at the top of today’s weather post. John & his wife Nanci, captured a nice double rainbow from the top of the moutain yesterday as thunderstorms moved through. (Our audio portion was already cut by the time John sent this in, but we wanted to use the photo for sure!) Milly shot hers as the sun was rising at the Rockfish Airpark near Spruce Creek. As always, we appreciate the nice photos sent in!

We started the weekend nice and pleasant, but by Sunday afternoon temperatures made it to the lower 90’s in some locations with the humidity on the increase as well. A Severe Thunderstorm Watch was issued for much of the area yesterday with some folks seeing some gusty winds and heavy downpours. Some station across the area received a little touch of rain, but the majority stayed to your north.

Today will feel a little better than Sunday as cooler air works into the area behind the cold front that triggered yesterday’s storms. That will allow less humid air to filter in making for warm pleasant days and mild, sometimes cool nights, particularly in the mountains.

Our next best chance for rain is toward the end of the week. No extremely hot temperatures are in the extended outlook for now.

Saturday September 6th at the Rockfish Valley Community Center in Afton. Nelson County Life Magazine, RVCC and Crutchfield Electronics in Charlottesville have teamed up to bring their electronics recycle truck to RVCC from 9AM to 3 PM that Saturday. That’s the same day as the monthly pancake breakfast. Normally you’d have to drive over to their place in Charlottesville and pay a small fee to dispose of certain electronic items, but not this particular day! The great folks at Crutchfield have waived all of the fees for this one day event at RVCC. So you can bring anything from that old console television you’ve been wanting to get rid of to an old stereo, cell phones, an air conditioner, and lots more. You can click here to see an entire list of accepted items on the Crutchfield site, and remember to ignore the fees associated with the items for this particular event at RVCC on September 6th, because it’s free for this one day right here in Nelson County! This is a great way to recycle these old items and keep them from ending up in a landfill somewhere!

Be sure to mark your calender!

We’ll be reminding you more about this as we get closer to next month. Be sure to mark your calender!

-Want to remind you about several things happening this weekend:

–Jan Smith of The Honeybirds will be playing at The Mark Addy Inn from 6:30 to 9:30 on Saturday night.

–The Robin Wynn Band plays at Cardinal Point Winery from 5PM until 9 PM Saturday night

-And Kings of Swing play over at Veritas Winery and Vineyard Saturday night from 7PM to 11PM, as part of their Starry Nights event

Thursday wound up with some isolated locations in Nelson getting some rain, though it was very spotty. The north and western half of the county saw none and with few clouds in the afternoon, temps rose to the lower 90’s for afternoon highs, while eastern and southern sections were cooler in the mid 80’s.

Friday will more or less be sunny, with a tiny, tiny chance of a lone thunderstorm. The big news is lower temps and less humidity. The weekend is shaping up to be a fantastic one with afternoon highs in the 80’s and nighttime lows in the upper 50’s to near 60° in the valley and low and mid 50’s on the mountains.

The great weather lasts through the weekend on into next week when showers are possible again by Tuesday.

A quick reminder we are just about a month and a half away from the official start of Fall on September 22nd, so though we’ll see plenty of very hot days ahead, we’ll also start to see some subtle moderation in temperatures as we transition out of late summer into early Fall. Like those low 50’s on the mountains!

Henri & Elaine Weems sent today’s weather photo to us. Very appropriate since we had some really hot weather again Wednesday. They tells us this is:

“Mom & Dad are showing the newly fledged Blue Bird babies how to cool off on a real hot day.”

Wednesday was certainly the day to be in the cool water. We touch 99° briefly here at Nelson County Life Magazine in the Rockfish Valley and most other locations were in the mid to upper 90’s as well. The mountains were in the lower 80’s.

Today will be a fairly warm day, but not really hot and we do have the chance for some renegade thunderstorms moving through the area as a weak cold front drops into the region. Some thunderstorms will break out, but this is no soaking rain headed in, so don’t look for much, and it will be out of here by Friday morning as cooler temperature move in behind the system.

Weekend highs cool to the lower 80’s in the valley.

Blackberry picking continues over at Hilltop Berry Farm and Winery on Berry Hill Road just outside of Nellysford. They had their Blackberry Picking Festival this past weekend, and the picking continues on till roughly the 17th of this month. All of the sisters over there are great folks so stop in if you get the chance, and the berries are perfect this year!

Before I get started, just curious, did anyone else in the northern Nelson area near Afton or Greenfield feel what may have been a small tremor last night just before 10PM? I would best describe it as a pop, then a quick shake, that was it. We could find no cause for it and it really resembled some of those tiny tremors I used to feel back in West TN that were part of the New Madrid fault. Just wondering if anyone else noticed that.

If you wanted rain, you were sorely disappointed yesterday and last night. Things never came together and though we started Tuesday with some clouds, they thinned out by dark and the rain never came. Myself along with all of the NWS folks missed this one, again. A system that should have triggered rain and even some storms never materialized. Though we did get enough sunshine later in the day to reach 90° here at the office in Greenfield while most other locations, depending on cloud cover, stayed in the 80’s. Up on the mountains it was lower 70’s for afternoon highs.

Unfortunately, chances for rain over the coming days is slim. I can’t rule out some isolated showers early today, but we’ll go partly sunny with NW winds by noon. There is another small disturbance that could bring showers or a storm on Thursday afternoon and evening, but it holds little promise for widespread rain. We do get some cooler temps though by week’s end.

Nice shot, Ann Strober, grabbed of the fair weather over the mountains. Monday was a really nice day, though temps managed to rise into the lower 90’s on the average, while upper 70’s were afternoon highs on the mountain. It looks like the really hot temperatures initially though to be panning out for today won’t happen. We thought temps near 100 would be possible today, but some increasing clouds throughout the day may stop that. If we have intense sun lasting into the afternoon, some upper 90’s are possible.

Look for thunderstorms to develop in the afternoon, though isolated in nature. Some of these could be locally severe into the evening hours.

Behind the system look for temps near 90° one more day then we moderate into the 80’s, even lower 80’s by the weekend for afternoon highs, with overnight lows dropping to pleasant feeling lower 60’s valley and upper 50’s mountains.
