ECONOMIC DEVELOPMENT AUTHORITY
Thursday, April 1, 2010

Present: Ms. Emily Pelton, Mr. Alphonso Taylor, Mr. Bennett Saunders and Mr.
Greg Kelly (Staff: Ms. Maureen Kelley)

Absent: Mr. Steve Crandall, Mr. Natt Hall and Mr. Erwin Berry

BOYS AND GIRLS CLUB: Ms. Agnes Schrider, owner of Nelson Physical Therapy,
told the Board that volunteers are in the beginning stages of bringing a
Boys and Girls Club to Nelson. She said that she hopes it will be housed at
Rockfish Valley Community Center and she hopes it will be launched in 2011.
Ms. Schrider said that the organization offers programs for all kids,
including those who cannot afford other programs. She said that as an
employer, one of the biggest challenges in the county is finding good,
dependable employees and she believes this is one way for employers to help
develop those traits in the work force. Ms. Schrider said that annual dues
would be approximately $40 per year per child but that no child would be
turned away if the family could not pay. She noted that the Nelson group
would be required to have $100,000 and 100 kids signed up prior to startup.
The annual budget would be $100,000 to be used to pay 1 ½ employees plus
expenses. She said that there are many opportunities for individuals and
organizations to be involved through donations toward the annual budget and
donations of supplies, mentoring, events, etc.

LOVINGSTON FARM MARKET: Mr. George Krieger, Director of The Nelson Center,
presented a review of the past year, noting issues with strong thunderstorms
during the outdoor markets and the continued indoor markets. He said that
the Nelson Center is willing to continue to provide space and support but is
no longer interested in managing the market. An association of very involved
vendors has been established to manage and promote the market. There will be
on more indoor market on April 17th and then the outdoor markets begin May
5th from 3-6pm and will continue each Wednesday. There are four major-event
markets planned for May 5th, June 23rd, August 11th and September 29th with
music and beer and wine tastings. The Nelson Center has committed to
purchasing two large event tents and will be responsible for putting those
up and taking them down. The market will move closer to Rt. 29 for better
visibility. In addition, the Nelson Center has committed $1,000 to support
the Market. Mr. Krieger presented a business plan for the Market and asked
the EDA to consider pledging $1,000 to assist the Market in startup.

BUSINESS APPRECIATION EVENT: Members discussed the options for the event
including adding two follow up half-day programs on entrepreneur
opportunities and agribusiness options. Ms. Pelton and Ms. Kelly agreed to
continue working on a proposal for the event.

MICROLOAN PROGRAM: Mr. Kelly announced a meeting with the regional director
of Rural Development to discuss the possibility of Nelson County developing
a microloan program under the Lynchburg regional program. Rural Development
is a part of the Department of Agriculture and provides support for
infrastructure and economic development projects.

FUNDING: Members voted 4-0 to allocate $1,000 for expenditures for the 2010
Lovingston Farm Market. Members agreed by consensus to direct staff to
contact Ms. Schrider to ask that she submit a specific request that fits
within the EDA mission.

Meeting adjourned.

Board Of Supervisors Budget Work Session : 3.30.10

BOARD OF SUPERVISORS
BUDGET WORK SESSION
Tuesday, March 30, 2010

Present: Ms. Connie Brennan, Mr. Tommy Bruguiere, and Mr. Allen Hale

GENERAL FUND: Ms. McCann presented revised General Fund
revenues/expenditures to reflect changes based on receipt of preliminary
Compensation Board numbers for Commonwealth employees. State reimbursement
of salary and benefits for the Commonwealth offices (Clerk of the Circuit
Court, Commonwealth Attorney, Treasurer, Commissioner of Revenue and
Sheriff) would be reduced by $65,537 from the current fiscal year (FY10).
Supervisors expressed the need to maintain parity for compensation of these
employees with other County employees, but frustration at the complexity of
state reimbursement rules. Ms. McCann reported that staff is exploring the
possibility of converting two job positions that will soon be vacant into
part-time, 30-hour per week positions. However, the Compensation Board has
not yet responded on how its rules would affect its 50 percent support for
the two positions.

Mr. Hale stated that the County should not have to make up the entire
shortfall in State support for the Commonwealth offices, and those offices
should be able to absorb a portion of the shortfall with savings in other
parts of their budgets. Examples, mentioned were postage expenditures in
the Treasurer’s office and elimination of the DARE program in the Sheriff’s
office.

Staff reported that they are considering limited delays in filling positions
that will soon be vacant in Tourism, Building Inspections, Planning,
Maintenance, as well as the Treasurer and Commissioner of Revenue offices.
The savings might also allow an upgrade in the planning and tourism
positions to deputy positions.

Mr. Carter said the FY11 budget is manageable, but he is concerned that the
FY12 numbers could be much more difficult. He added that after the current
Courthouse project is completed, further phases will need to be funded –
relocation of County, Health Department and School Board Staff and
renovation of the existing Courthouse building.

SCHOOL FUND: The latest estimates for a balanced General Fund permits
$109,316 for contingencies, but there is still a shortfall in the revised
School Fund of $179,835. Current estimates assume the purchase of only two
of the usual four school buses in FY11, with money for the other two buses
going to support the School Board’s operating budget. Mr. Hale and
Bruguiere supported the idea of buying no buses and applying the additional
money saved to contingencies in the General Fund.

Considering the increased support for the school’s operating budget and its
agreement to help with roof replacement and window repair at Tye River
Elementary, the Board was not inclined toward making up the entire remaining
shortfall in the school budget. However, it was decided to defer a decision
on the remaining shortfalls in the School and Commonwealth office budgets
until their next meeting on April 13 (when Mr. Harvey and Mr. Johnson have
returned).

Nelson County, Virginia
Five years ago today our first issue hit the stands here in Nelson County and the surrounding area. How things have changed in those 60 months! But one thing has remained the same, our love for Nelson County, and our gratitude to you our readers for the huge support over the past five years.

Since that first issue, lots has happened. Elections, droughts, businesses come and gone. This website has grown by leaps and bounds. Nearly 1000 of you a day check us out, and when the weather is bad or something else happens, that increases by as much as 8 times. And, our Facebook and Twitter sites are busier than ever! Over 800 of you follow us daily just on Facebook. You name it. It’s been a busy 5 years indeed!

Our permanent arrival in Nelson was 2004. Months later we took the magazine idea we had years ago as television news reporters, and launched it here. We haven’t a regret, and we haven’t looked back. What a welcome reception, and a wonderful place to live!

One big change in the past five years was the arrival of Junior Publisher, Adam Stafford back in 2008! Nelson native, Earl Hamner writes about Adam and our 5 years in this month's issue. Click the image above to read it!

By far the biggest change in our lives was the arrival of Adam back in 2008. You’ve watched him grow up from nothing more than a little sprout! Rumor has it, on page 5, he may have company soon!

We can’t thank you enough for your continued support and friendship since we started the magazine back in 2005. What a journey!

We haven’t skipped a beat here on the website since it started, but in celebration of our 5 years, we are skipping a beat over the next day or so and the coming weekend. A break if you will! Not to worry, we’ll be nearby if something happens, but we are taking a day or two to reflect … and rest!

See you back here on Monday!

Enjoy the great weather and here’s to the next 5 years!

Thank you again!
