VDOT : Area Road Construction Updates For Week Of Dec. 12-16, 2022

LYNCHBURG, Va. – Highway work requiring road/lane/structure closures is planned; however,work may be delayed/canceled due to weather or other issues. Items in italics contain new/updated information. For up-to-date information, call 511 or visit www.511Virginia.org.

District-wide activities:

Crews will perform various activities throughout the district to include, but are not limited to bridge & guardrail maintenance, brush/tree/limb cutting, pothole/surface/shoulder work, surface treatment operations, work orders, mowing, boom axing, drainage repairs/work and roadside cleanup.

Work at specific locations:

Amherst County: 

Route 682 (Woody’s Lake Road) – is open to traffic. Completion date December 15, 2022.

Route 221 Forest Rd. intersections Route 1425 Graves Mill and Route 1426 Gristmill Rd. – Lane closures changes in traffic pattern are likely. Started May 1 2022 and est. comp. May 18, 2023.

Buckingham County:  

Route 60 at Route 15 – Repairing painted pavement messages (stop bars and turn arrows).

Campbell County:   

Route 29 N over NSRR, near airport –Bridge and approach work; est. comp. May 2023.

Note: December 10 and 11, between the hours of 7:00am and 7:00pm, contractor will be installing alternating lane closures to mill and pave the approaches to the new bridge and turning traffic onto the new bridge. Contractor will be utilizing message boards, signs and traffic control devices to direct traffic.

Route 29B Timberlake Road intersection Route 622 Waterlick Road – Safety improvement project lane closures changes in traffic pattern are likely Starting May 1 est. comp. May 12, 2023. Crews will be working in the median on Timberlake Road between Tomahawk Drive and Homewood Drive. Signs and Flaggers will be in place to direct traffic.

Route 29 South/Route 460 West– Temporary westbound lane closures.

Route 460/Route 29 Interchange – Repairing roadway lighting.

Route 623 – Road Closure. Motorists should expect delays due to a bridge replacement project on Route 623 in Campbell County. Route 623 (Town Fork Road) will be temporarily closed from Route 625 (Austin Mill Road) to Route 682 (Leesville Road). Road closure began August 15th, 2022 and due to delays has been extended until December 16th, 2022.

Halifax County: 

Routes 501 & 610 – Passing lane project. Use caution during changing road conditions & traffic patterns. 35 mph at all times during construction.  Beginning on September 27, 2022, weather permitting, one way detours will be removed with two way traffic pattern along Route 501 and Route 610.  Lane closures and shoulder closures will continue.  Fixed completion- May 5, 2023.

Lynchburg:

Route 29/460 (Campbell Ave–Concord Turnpike) – Bridge replacement. Northbound 29/eastbound and westbound 460 speed limit 45 mph. Lane closures changes in traffic pattern are likely. Completion July 31, 2023.

  

Nelson County:  

Ro­ute 60 over James River – Bridge Deck replacement. Lane closures and changes in traffic patterns rescheduled and began the week of June 6. Est. comp July 14, 2024.

Route 151 at Route 6 – Sign maintenance.

Pittsylvania County: 

Route 29 at Route 40 – Sign maintenance.

Route 29 at Bannister River – Road closure for bridgework. Motorists should expect delays on Route 29 at the Bannister River in the Tightsqueeze area of Pittsylvania County. The northbound bridge will close for repair and both north and south traffic will cross the southbound bridge. Bridgework began April 4 and continuing until approximately August of 2023.

Route 670 (Deer View Road) – Motorists should expect delays due to a culvert replacement on Route 670 in Pittsylvania County. Route 670 (Deer View Road) will be temporarily closed to thru traffic from Route 642 (Scott Jacobs Memorial Dr.), to the intersection of Route 671 (Midway Road). This section of Route 670 will be closed 12/05/2022 – 01/20/2023.

STAUNTON DISTRICT TRAFFIC ALERT

FOR DECEMBER 12 – 16, 2022

Highway Work Zones in the VDOT Staunton District

STAUNTON – The following is a list of highway work that may affect traffic in the Staunton transportation district during the coming weeks. The Staunton District consists of 11 counties from the Alleghany Highlands to the northern Shenandoah Valley: Alleghany, Bath, Rockbridge, Highland, Augusta, Rockingham, Page, Shenandoah, Frederick, Clarke and Warren.

Scheduled work is subject to change due to inclement weather and material supplies. Motorists are advised to watch for slow-moving tractors during mowing operations. When traveling through a work zone, be alert to periodic changes in traffic patterns and lane closures.

ALLEGHANY COUNTY

INTERSTATE 64

Mile marker 248 to 250, northbound and southbound – Overnight left lane closures for equipment unloading and barrier installation, 8 p.m. to 7 a.m. through night of December 22. Work is related to Route 720 overpass bridge replacement.

PRIMARY ROADS

Route 33 (East Market Street) – Eastbound lane closures between Route 4106 (MLK Jr. Way) and Burgess Road for shoulder widening, 7 a.m. to 5 p.m. through December 23. Work zone speed limit 25 miles an hour. Traffic restrictions are related to Route 33 bridge replacements and interchange improvement project.

Route 259 (Brocks Gap Road) – Flagger and pilot truck traffic control between Route 612 (Hopkins Gap Road) and West Virginia state line for shoulder widening, milling and paving, 7 a.m. to 5 p.m. through December 30.

Route 259 (West Lee Street, Broadway) – Traffic uses temporary bridge between Route 42 (Main Street) and Route 1411 (Shenandoah Avenue). Work Zone speed limit 25 miles an hour. Traffic restrictions are for Linville Creek bridge replacement.Estimated project completion November 2023.

SECONDARY ROADS

Route 682 (Friedens Church Road) – Closed between Route 867 (North River Road) and Route 989 (Creekside Drive) for roadway improvements and bridge replacement at Pleasant Run. Follow posted detour. Speed limit on detour route is 25 miles an hour. Flagger traffic control near intersection of Route 867, weekdays from 7 a.m. to 5 p.m. through January 31. Estimated project completion April 2023.

Route 720 (Smithland Road/Old Furnace Road) – Closed between Route 718 (Old Furnace Road) and Route F-238 (Buffalo Drive) for replacement of Route 720 bridgewith estimated completion in fall 2023. Follow posted detour.

Route 867 (North River Road) – Flagger traffic control near intersection of Route 682 (Friedens Church Road), weekdays from 7 a.m. to 5 p.m. through December 30. Traffic restrictions are for roadway improvements and bridge replacement at Pleasant Run. Estimated completion April 2023.

SCHEDULED CONSTRUCTION AND MAINTENANCE WORK

CULPEPER DISTRICT: Dec. 12-16, 2022

CULPEPER — The following highway work is scheduled, weather permitting, in the Culpeper District during the next week. Traffic movements may be restricted and speed limits reduced in work zones. (NEW) or (UPDATE) indicate revisions since last week’s report.

Albemarle County

(UPDATE) Albemarle Design-Build Projects – Be alert for construction activities in the following areas:

  • U.S. 250 (Richmond Road) at Interstate 64. Diverging diamond interchange. Expect detours for nighttime paving between Route 1140 (Peter Jefferson parkway) and Route 1146 (Hunters Way) Saturday, Dec. 10 through Tuesday, Dec. 13, 9 p.m. to 5 a.m. During paving, traffic will detour as follows:

    • U.S. 250 Westbound through traffic will use I-64 East to Exit 129 (Route 616 Keswick/Boyd Tavern) then back to U.S. 250.

    • U.S. 250 Eastbound through traffic will use I-64 West to Exit 121 (Route 20 Charlottesville/Scottsville) then back to U.S. 250.

    • I-64 Eastbound to U.S. 250 Westbound traffic will use I-64 East to Exit 129 (Route 616 Keswick/Boyd Tavern) then back to U.S. 250.

    • I-64 Westbound to U.S. 250 Eastbound traffic will use I-64 West to Exit 121 (Route 20 Charlottesville/Scottsville) then back to U.S. 250.

Final traffic shift went into effect Sunday, Nov. 13. The active work zone is still in place, and drivers should use caution moving through the new configuration. As motorists acclimate to the new pattern, they may encounter congestion and delays. Speed limit remains reduced to 25 miles per hour. Be alert for equipment and workers near the roadway for the duration of the project. Expected completion is Feb., 2023.

  • U.S. 250 (Rockfish Gap Turnpike) at Route 151 (Critzer Shop Road). New roundabout. Expect flagging operations between U.S. 250 (Rockfish Gap Turnpike) and Route 803 (Goodloe Lane), Monday through Friday, 6:30 a.m. to 5:30 p.m. The final traffic shift went into effect Wednesday, Nov. 16. As drivers acclimate to the new traffic pattern, they should anticipate encountering congestion and delays and allow additional time to reach their destination. Speed limit reduced to 25 miles per hour. Be alert for equipment and workers near the travel lanes. Speed limit is reduced to 25 miles per hour for the remainder of construction. Expected project completion date is Feb., 2023.

(NEW) Super load – Expect mobile work zones with slow moving equipment, Tuesday and Wednesday in the following areas:

  • U.S. 29 (Monacan Trail) between Interstate 64 East, Exit 118 (Lynchburg) and U.S. 29 (Thomas Nelson Highway) in the southbound lanes.

  • Route 6 (Irish Road) between the Albemarle County line and Route 800 (Schuyler Road) in the eastbound lanes.

  • Route 602 (Howardsville Turnpike) between Route 626 (James River Road) and Route 722 (Rockfish Crossing) in the southbound lanes.

  • Route 800 (Schuyler Road) between Route 602 (Howardsville Turnpike) and the Nelson County line in the southbound lanes.

Interstate 64 – Brush removal. Expect alternating left lane and left shoulder closures between mile marker 123 and mile marker 124, in the eastbound lanes, Monday through Friday, 9 a.m. to 3 p.m.

U.S. 29 (Monacan Trail) Pipe repairs/installation. Expect left lane closures between Route 804 (Thackers Lane) and Route 633 (Cove Garden Road) in the northbound and southbound lanes, Monday through Friday, 8 a.m. to 5 p.m.

(NEW) Route 20 (Stony Point Road) – Expect mobile, alternating lane closures between U.S 250 (Richmond Road) and Route 621 (Wolf Trap Road) in the northbound and southbound lanes, Thursday, 10 a.m. to 2 p.m.

Route 689 (Burchs Creek Road) – Bridge replacement. Expect the road to be closed between U.S. 250 (Rockfish Gap Turnpike) and Castleberry Court in the northbound and southbound lanes, daily, 7 a.m. to 5 p.m. Drivers should watch for detour signs utilizing U.S. 250 to Route 635 (Miller School Road), to Route 688 (Midway Road), ending at Burchs Creek Road, south of the closure. Burchs Creek Rd. should reopen Dec. 16, weather permitting.

Route 1403 (Berkmar Drive) – Utility work under VDOT permit. Road closed between Route 1438 (Hilton Heights Road) and Route 631 (Rio Road) in the northbound and southbound lanes, daily, 9 a.m. to 7 p.m.

City of Charlottesville

(UPDATE) Interstate 64 — Tree removal operations. Expect left shoulder closures between mile marker 107 and mile marker 129, in the eastbound lanes, Monday through Friday, 7 a.m. to 4 p.m.

Culpeper County

(NEW) U.S. 29 (James Madison Highway) – Shoulder repairs. Expect right lane and onramp closures at U.S. 15 (Orange Road), in the northbound lanes, Monday through Wednesday, 8 p.m. to 4:30 a.m.

(NEW) Route 622 (Old Bridge Road) – Installing new historical marker. Expect right shoulder closures at Route 613 (Waterloo Road), Monday through Friday, 8 a.m. to 5 p.m. in northbound lanes.

Fauquier County

(NEW) Updating directional signs – Expect right shoulder closures, Monday through Friday, 8 a.m. to 5 p.m. in the following areas:

  • Interstate 66 at mile marker 28 in the eastbound lanes.

IN AUGUSTA COUNTY FROM DECEMBER 13 TO 15 AND DECEMBER 17 TO 18 EXPECT DAYTIME MOBILE LANE CLOSURES ON AND NEAR INTERSTATE 81 EXIT 221 AND INTERSTATE 64 EXIT 87

STAUNTON – Periodic mobile lane closures will occur on the ramp from southbound Interstate 81 to eastbound Interstate 64 and the ramp from westbound I-64 to southbound I-81. This is at I-81 exit 221 and I-64 exit 87 in Augusta County. Periodic alternating lane mobile closures will also occur on I-81 northbound and southbound near mile marker 221.

Crews will be performing cleanup operations to remove material left at the site from a previous crash. Most of the work will occur on or near the shoulder with only occasional mobile lane closures required.

This work is scheduled from Tuesday, December 13 to Sunday, December 18, 9 a.m. to 3 p.m. daily including Saturday and Sunday. On Friday, December 16 there will be no mobile lane closures but shoulder work will continue.

All work is weather permitting.

For several years during the infancy of Blue Ridge Life Magazine (back then Nelson County Life) Earl Hamner wrote poems and stories for us that we luckily got to include in the pages of the magazine. We remained dear friends with Earl until his death back in March of 2016.

One of our favorites Earl shared with us back in 2006 was his Thanksgiving Memory. We share it with you this Thanksgiving 2022.

A THANKSGIVING MEMORY

In the beginning Schuyler was a company town, the home of The Alberene Stone Corporation, which quarried and milled soapstone. We lived in company built houses and bought our goods from the company store. Schuyler had been a prosperous little village but when the Great Depression came the mill closed. My father found work in Waynesboro and could only be home with his family on holidays and weekends.

I remember a Thanksgiving from those years. Mornings were strangely quiet because the whistle calling the workers to the mill no longer sounded. On this Thanksgiving morning the sound that woke us was that of my father, home for the holiday, building a fire in the wood-burning cook stove. He drenched the wood with kerosene and when he lit it with a match the flames mad a whooshing sound as they roared up the chimney.

Shortly, he called down the hall to my mother, “Sweetheart,” which was his name for her till his dying day. My mother answered, “I’m on my way,” and joined him in the kitchen. They spoke quietly to each other, sharing private moments. Soon the sound of coffee percolating and the aroma of sizzling bacon would drift up to our rooms.

We descended upon them, eight red headed brothers and sisters, crowding around the stove to warm up. Breakfast was served at a long wooden trestle table my father had built and while we ate he would admire his brood and call us his “thoroughbreds.”

Each of us was assigned chores. The girls helped our mother wash and dry the dishes, make the beds, washing and iron the clothes. The boys tended to outside chores. There was the cow to be milked. She was a brown and white Guernsey. My father had bought her from Miss Dolly Hall for forty dollars. Miss Dolly had named her Chance because she gave a “good chance” of butter. The chickens had been up before us and were waiting for the grain we tossed to them on the frosty ground. Feeding the pigs was a melancholy chore. They had intelligent eyes and looked up trustingly as we poured slops into their tough. I knew, and it pained me, but they were unaware that they did not have long to live.

Our Father had brought home the turkey the day before. He had shot it over on Wales Mountain and my mother was already preparing it for the oven when company began to arrive.

We were part of two great clans. In addition to my mother’s family, most of whom lived close by, my father’s people, aunts and uncles and cousins would arrive from Richmond and Petersburg. We were in awe of the city cousins. They used slang words that were new to us such as “guy” “jerk” or “kiddo” which made us feel naïve and countrified. We children would travel in packs, playing the old games of Hide and Go Seek, Olly, Olly Oxen Free, and in the nearby school yard we would shoot baskets or play baseball, or find a plowed fiend where we searched for arrowheads and fools gold.

At home the conversation grew in pitch and volume as everybody talked at once. Hardly anybody heard what the other was saying but everybody knew what was going on. We are a family of story tellers. No event is without significance to us, and all that happens becomes a part of our history. We keep and share every detail. Our reunions become a verbal history of birth and death, of failures and accomplishments, of hardships and good times and just celebrating the joy of being together again. Being an aspiring writer I kept notes!

At one point everybody piled into cars and went to the graveyard where we paid respects to our dead. The more recent graves were marked by stones with names and dates carved or engraved on them. In the older section we came to earlier graves marked simply by a single primitive stone with no lettering to tell the name of who rested beneath it.

On the way home one of the uncles made a detour down to Esmont to visit the Staples Sisters who made bootleg apple brandy. He brought a bottle back with him and it was surreptitiously passed from one of the uncles to the other. If she caught sight of it one of the wives would disapprove but her scolding did not last long for someone moved to the piano and soon all the grown ups had their arms around each other, swaying back and forth while singing “In the Garden” or “Down by The Old Mill Stream” or “Let Me Call You Sweetheart.”

In the late afternoon dinner was served. If my grandmother was there she would say a proper grace, but if she was not my father said, “Look out, Lord, we’re gonna eat!” What a feast ensued! The turkey, golden brown, had a minimum of birdshot left in it. The applesauce was made from fruit we had gathered from an abandoned orchard down on Mt. Alto. The butter beans, the corn, and the peas came come from our summer garden and canned by my mother. The potatoes flavored with Chance’s rich butter were not mashed but creamed. Finally desserts. The sweet potato pie, still warm from the oven, was encased in a crust so crumbly and sweet that it alone could have been a dessert. And then came the pumpkin pie, steaming aromas of brown sugar and nutmeg, and all laced with generous portions of whipped cream. All of it was accompanied by milk for the children, coffee for the adults and if requested iced tea as sweet as sugar cane.

At sundown out-of-town guests drifted off to whatever relative had taken them in for the night. Others, sated with food and companionship, gathered around the radio for Franklin D. Roosevelt’s Thanksgiving message. Sleepy, exhausted children were carted off to bed. It was a family custom that we would call goodnight to each other from room to room and finally, we would drowse off to sleep secure in the knowledge that we were home, safe and loved.

They were challenging times, those Depression Years. They seem so distant now. We thought we were poor, but in them we were richer than we knew.
The house where we lived is quiet now. No one lives there any more except for a family of dirt daubers and ghosts that move from room to room behind the empty windows.

In memory I go there each night. I stand beside the gate, look up to the house, and once again I hear the voices of my mother and father, my brothers and sisters as we call goodnight to each before we rest.

VSP Investigating Fatal Crash in Augusta Co. At 81-64 Split : Updated 11.21.22 / 11:45 AM

“At 6:17 a.m. Saturday (Nov. 19), Virginia State Police responded to a crash in Augusta County at the I-81 and I-64 interchange.

A 2016 Mack tractor-trailer was traveling west on I-64. As it was taking the ramp to merge onto I-81 south, the tractor-trailer ran off the right side of the road and went through the guardrail. The trailer landed in the northbound lanes of I-81, where it struck a 2017 Toyota Tacoma pickup truck.

The driver of the Toyota, Cynthia L. Fanning, 58, of Buxton, Maine, was transported for treatment of serious injuries. She was wearing a seatbelt.
A passenger in the Toyota, Mark J. Fanning, 76, of Buxton, Maine, died at the scene. He was wearing a seatbelt.

The driver of the tractor-trailer, Ronald W. Wenger, 59, of Broadway, Va., was transported for treatment of serious injuries. He was wearing a seatbelt.

Wenger was charged with reckless driving (46.2-852). The crash remains under investigation.

“At 6:17 a.m. Saturday (Nov. 19), Virginia State Police responded to a crash in Augusta County at the I-81 and I-64 interchange.

A tractor-trailer was traveling west on I-64. As it was taking the ramp to merge onto I-81 south, the tractor-trailer ran off the road and went through the guardrail. The trailer landed in the northbound lanes of I-81, where it struck a pickup truck.

The driver and passenger in the tractor-trailer were transported to a nearby hospital for treatment of serious injuries.

An individual in the pickup truck died at the scene.

The tractor-trailer was loaded with chicken waste, which spilled across the travel lanes when the tank was damaged in the crash. Clean up is underway.

There were two secondary, minor crashes due to the slick road conditions caused by the waste spill. No injuries involved in those.

The crash remains under investigation.

I-81 SOUTHBOUND REOPENS NEAR STAUNTON – NORTHBOUND LANES REMAIN CLOSED

Ramp from I-64 Westbound to I-81 Southbound Open to Single-Lane Traffic

STAUNTON – (11:30 a.m.) Both southbound lanes of Interstate 81 have reopened following a tractor trailer crash at mile marker 221 near Staunton. The incident took place shortly before 6:30 a.m. Saturday when a truck crashed through the railing of the I-64 westbound bridge over I-81. The truck landed on the I-81 northbound lanes, which remain closed due to cleanup operations.

Northbound I-81 traffic is detoured at exit 220 and follows Route 262 (Woodrow Wilson Parkway) north to rejoin the interstate at exit 225.

The ramp from I-64 westbound to I-81 southbound has partly reopened. Motorists can use the left lane of the ramp, but the right lane will remain closed for an undetermined time while contractors make repairs to the bridge railing.

VSP Takes Lead In UVA Campus Shooting Investigation – Updated 2:14 PM 11.17.22

“INVESTIGATION REMAINS ONGOING INTO SHOOTING INCIDENT AT UNIVERSITY OF VIRGINIA
CHARLOTTESVILLE, Va. – The criminal investigation remains ongoing into the tragic shootings that claimed the lives of three University of Virginia (UVA) students and injured two others on the evening of Nov. 13, 2022. Christopher D. Jones Jr., 22, of Petersburg, Va., had his first appearance in Albemarle County General District Court on Nov. 16, 2022 on three felony counts of 2nd degree murder, two felony counts of malicious wounding, and five felony counts of the use of a firearm in the commission of a felony. Jones is being held at the Charlottesville-Albemarle County Regional Jail without bond.
The investigation confirms that Jones had traveled with other UVA students on Sunday, Nov. 13, 2022, to Washington, D.C. to attend a theater performance at the Atlas Performing Arts Center. Following the play, the students and a professor ate dinner in the District. The professor and 22 students returned to Charlottesville in a chartered bus, arriving at UVA at approximately 10:15 p.m. that same day.
The chartered bus pulled to a stop at Culbreth Garage on The Grounds. As the students were getting up to exit the bus, Jones produced a weapon and began firing. As Jones exited the bus, he fired additional rounds and then fled the scene on foot. Jones left the area in his black Dodge Durango.
At approximately 11 a.m. on Nov. 14, 2022, Henrico County, Va. Police apprehended Jones without incident. The officer observed Jones’ SUV and initiated a traffic stop in the 5700 block of Edgelawn St. in the eastern area of the county.
Investigators are still actively piecing together Jones’ movements between the time he fled the shooting scene and was apprehended in Henrico County. At this stage of the investigation, state police is not in a position to comment on Jones’ motives behind the shootings.
Devin Chandler, 20, of Virginia Beach, Va., and D’Sean Perry, 22, of Miami, Fla., succumbed to their injuries at the scene. Lavel Davis Jr., 20, of Ridgeville, S.C., was transported to UVA Medical Center, where he later died from his injuries sustained in the shooting. Their remains were transported to the Office of the Medical Examiner for autopsy and examination.
A 19-year-old student from Baton Rouge, La. and a 19-year-old student from Houston, Texas were also shot. They both were transported to UVA Medical Center for treatment of life threatening and non-life threatening injuries, respectively.
During the course of the investigation, a handgun was recovered in relative proximity to the shooting scene. No firearms were recovered inside the bus. A search warrant, executed by investigators on Jones’ residence in Charlottesville, resulted in the recovery of a rifle and a handgun. All firearms have been turned over as evidence to the ATF for processing.
The investigation remains ongoing at this time with the assistance of the University of Virginia Police, Albemarle County Commonwealth’s Attorney, Albemarle County Police, Charlottesville Police, U.S. Attorney for the Western District of Virginia, Office of the Virginia Attorney General, ATF and FBI.

250/151 Roundabout Is Active – So Far So Good (but it’s early!)

As of this morning there’s not been any major incidents with the opening. But … the day is early!

Traffic To Begin Using Roundabout At U.S 250-RT. 151 On November 16th

The roundabout construction project at U.S. 250 (Rockfish Gap Turnpike) and Route 151 (Critzer Shop Road) is entering its final phase with traffic shifted into the roundabout on Wednesday, Nov. 16.

Beginning at 9 a.m. Wednesday flaggers will control traffic through the intersection while the traffic signals at the intersection are removed and pavement striping is completed. Drivers should anticipate brief delays during traffic stoppages and congestion in the vicinity of the project. The traffic switch will be complete, and the flagging operation removed by 3 p.m., at which time traffic will use the roundabout for all movements through the intersection.

During the final phase of the project work will continue outside the travel lanes but motorists should anticipate encountering equipment and vehicles working near the travel lanes as well as brief delays during high traffic times. The speed limit through the project will remain 25 miles per hour until construction is completed in February 2023.

The roundabout at U.S. 250 and Route 151 is one of six projects in a package of improvements to Albemarle County roads in a $28.5 million design-build contract awarded to Curtis Contracting Inc. of West Point, Va. Wallace Montgomery of Vienna, Va. is providing design services for the projects.

Four projects, the reconfiguration of the I-64 Exit 118 interchange at U.S. 29, an additional lane from I-64 to the Fontaine Avenue exit from U.S. 29 north, the Rio Mills connector road between Rio Mills Road and Berkmar Drive and a roundabout at Route 20 (Stony Point Road) and Route 649 (Proffit Road) are substantially complete.

The diverging diamond interchange at U.S. 250 (Richmond Road) and Interstate 64 east of Charlottesville is also nearing completion. Traffic was switched to the diverging diamond configuration during this past weekend, Nov. 12-13.

elevations above 2000 feet, a wintry mix will overspread the
area most likely between 8 AM and Noon Tuesday. Precipitation
will change to mainly freezing rain Tuesday afternoon before
mixing with rain and ending Tuesday night. For the valleys
most of the precipitation will fall as rain, but a brief
period of sleet is possible at the onset.

* IMPACTS…Plan on slippery road conditions. The hazardous
conditions could impact the morning or evening commute.

* ADDITIONAL DETAILS…Visibility will be reduced to under 1
mile at times in a wintry mix as well as fog for the ridges
above 2000 feet.

   The NWS Storm Prediction Center has issued a

   * Tornado Watch for portions of 
     Central and eastern North Carolina
     Northeastern South Carolina
     Central and eastern Virginia
     Coastal Waters

   * Effective this Friday morning and afternoon from 615 AM until
     300 PM EST.

   * Primary threats include...
     A few tornadoes likely
     Isolated damaging wind gusts to 70 mph possible

   SUMMARY...The tornado threat well northeast of T.D. Nicole's center
   is expected to expand considerably northward/inland through
   early/mid afternoon, as Nicole accelerates into the western
   Carolinas, and its outer convective bands interact with a broadly
   destabilizing air mass.

   The tornado watch area is approximately along and 105 statute miles
   either side of a line from 35 miles south southwest of Florence SC
   to 45 miles east northeast of Richmond VA. For a complete depiction

   PRECAUTIONARY/PREPAREDNESS ACTIONS...

   REMEMBER...A Tornado Watch means conditions are favorable for
   tornadoes and severe thunderstorms in and close to the watch

   threatening weather conditions and listen for later statements
   and possible warnings.
