It’s nothing like last year’s snow cover. Remember that? But it’s still a beautiful scene up there right now. Plenty of snow fell along the BRP last week. CBS-19, Meteorologist, Travis Koshko, took a few snapshots up there while on a Sunday hike. He said we could grab a couple. Thanks Travis!

Nelson To Cairo : Mom Watches As Events Unfold : Update 2.1.11

“They are now safely at the resort area of sharm el-sheikh on the Red Sea. They will stay there for a week or so in order to make a smart decision on where to go from there. Many thanks for the article, Tommy, and all the well wishes and prayers, Helene”

By now most of us have heard about the uprising of citizens in Cairo, Egypt against their government. But for one mom right here in Nelson, word of the uprising hits very close to home. “I think on Thursday there was no contact and Friday I didn’t see her online at all and I was starting to read the headlines on the internet and I went, hmmmmm. This doesn’t sound like it’s going very good. This is definitely going downhill, let me try to contact her by phone. I tried calling her and I could not get through. That was Friday,” Helene Dodge of Nelson County (featured in this 2010 NCL story) told us Sunday afternoon about her daughter Brook Welborn and her husband Ryan who have lived near Cairo, Egypt the past three years.

“Her husband who was a high school teacher down in the Tidewater area always wanted to teach internationally. So about three years ago they made the decision. They picked Egypt. He is teaching in Cairo as a history teacher in sort of a college prep setting. Brooke was working in Colonial Williamsburg. She’s been subbing in Cairo for the past two years and this year she became an administrative assistant so they are both employed at the school,” Helene continued.

Brooke and her husband are ironically enjoying a visit from her father who lives in Charles City County, VA. So the three are now near the unrest taking place in Cairo about 45 minutes from where they live. “She said the neighborhood they live in, Heliopolis, some of the locals set up barricades to protect everybody in that neighborhood. They had barricades last night.They’re going to finish up tonight and then head out first thing in the morning.”

A decision was being made over the past 24 hours as to whether or not the trio would stay in Cairo or head elsewhere. “Yesterday morning at 5AM our time she called me. The phones had come back up. She said I’m fine, we’re okay. We can’t feel any effects of this. But, we’re going to go into school today. Sunday. That’s their first day of school through Thursday since it’s a Muslim country. They were going into school to see what the principal was going to say. That’s when the school decided they were going to bus everybody out of town over to the Red Sea indefinitely until they make a decision what people are going to do. Whether they fly out to Cypress or they come back into Cairo depending on what transpires,” Helene tells NCL.

As you can imagine staying in touch with her daughter has been tough. The government in Egypt cut off all phone service and internet last week and only sporadic messages have been able to get through. “I’m just very happy they are getting out of town. Obviously, we’d rather them be close to home and have babies, but that’s their choice. This is very scary this is happening and who knows, this may be time for them to move on or come home. But as long as they’re safe,” Helene says.

So Brooke and Ryan’s friends know what’s happening, Helene has been posting information to their respective Facebook pages to update everyone since there was no internet available in Egypt as of Sunday evening here in the US. But for Helene right now it’s about focusing on the upside. ” I’ve got a real strong Christian family and church here. They’ve been really supportive with a lot of good friends. That’s been really helpful to keep this positive. Cause if I don’t stay positive you can get kind of wigged out thinking about the ramification to you family.”

New Nelson Courthouse To Become Secure Facility

You’re pretty accustomed to having a metal detector wand used for screening at airports across the country, but that procedure, or something similar, will soon be coming to the new Nelson County Courthouse. The Nelson Board of Supervisors approved funding last week for personnel to be at the public entrance to the new courthouse.

According to the Rural Nelson.org minutes from the January 27th meeting;

“The Sheriff’s Office to provide trained security personnel to staff the main courthouse entrance from 8am until 5pm each weekday that the courthouse is open to the public and at additional times as directed by the Judge of the Circuit Court or the County Administrator or Sheriff. The security personnel will screen all persons entering the courthouse by metal detection device or other means.”

The minutes continued by saying:

“(Note: there will be only one public entrance to the courthouse – all other doors will be accessed by key or key card.) The
agreement provides for county funding to the Sheriff to employ, train and equip three part-time security persons for 90 hours per week at
$14.97 per hour and $5,361 for their initial equipage and training for the balance of the current fiscal year. Mr. Carter said that the funding estimates provide for occupation of the new courthouse in March of this year.”

There were at least two BOS who objected to what was described as excess staffing:

“Mr. Hale {Allen} said that he sees no need for two people at the door at all times as there seems to be a minimal amount of work involved. Mr. Bruguiere said that he thought there should be security at the door only on court days. Mr. Harvey said that the point of the new building was security and asked why would the county not then secure it. Mr. Hale said that it would be nice if the security personnel had other work to do while sitting at the door. Supervisors voted unanimously to authorize staff to execute the agreement as presented.”

REGION TEN COMMUNITY SERVICES BOARD: Mr. Weston Mathews and others
from Region Ten presented information on the programs and systems
Region Ten now uses to serve those with mental health, substance abuse
and/or intellectual disabilities in Nelson. Medicaid reimbursements
comprise 61% of Region Ten’s overall funding (44% statewide). The
state is looking at a managed-care approach to administering Medicaid
dollars which would fragment the system of care and result in an
immediate 15-20% decrease in available resources. They requested that
the Board lobby the state legislature to support the Virginia
Association of Community Services Boards’ proposal to manage the
Medicaid funds to prevent private “for-profit” HMOs from taking
resources from localities and reducing needed funding for services.
Ms. Brennan volunteered to serve as the contact for Region Ten on this
issue.

agreement between the county and the Sheriff’s Office to provide

COURTHOUSE PROJECT/SECOND FLOOR CONNECTOR: Mr. Carter presented
drawings and a breakdown on the cost to add the second floor connector
from the 1940’s courthouse to the 1970’s addition to provide better
access and additional usable space. The cost is $244,446 with the work
to be incorporated into the ongoing courthouse renovation. After
discussion, Supervisors voted unanimously to authorize staff to
proceed with the change order for the connector at the cost noted.

FINANCIAL DISCLOSURE REQUIREMENTS FOR AGENCIES RECEIVING COUNTY FUNDS:
Supervisors discussed what documents might be required annually for
groups receiving funding – including fire and rescue departments,
community centers, senior meals, etc. Mr. Hale suggested requiring a
copy of the non-profit IRS filing for each organization. Mr. Bruguiere
agreed to talk with the Emergency Services Council to get their
recommendations and comments.

PROPOSED GENERAL ASSEMBLY LEGISLATION/ONSITE SEWAGE DISPOSAL SYSTEMS:
Mr. Carter reported that no board action would be required as the
proposed legislation has been withdrawn at the committee level.

With no public comment, meeting adjourned.
