LYNCHBURG – Motorists who use Route 29 North over the Tye River at the Amherst/Nelson County line should expect lane closures beginning Monday, March 29, weather permitting.

Contractors working for the Virginia Department of Transportation (VDOT) will begin to do borings in the roadway and along the shoulder in preparation for the replacement of the northbound bridge.

During this operation, one lane of northbound US 29 will be closed to allow workers safe access. Signs and other traffic controls devices will be used to alert motorists to this work.

We talked about the chance for snow last night in Tommy’s Weather and just about on cue, it started falling in the mid-afternoon hours up at Wintergreen Resort and other areas generally above 2000-3000 feet. Winter is trying hard not to leave the premises!

Not to worry, the snow didn’t last long and generally speaking was only a dusting. By Saturday sunny skies return with mid 50’s.

60’s and 70’s return in the extended forecast by the middle of next week!

BOARD OF SUPERVISORS
Thursday, March 25, 2010

Present: Ms. Connie Brennan, Mr. Tommy Bruguiere, Mr. Allen Hale and Mr.
Tommy Harvey
Absent: Mr. Joe Dan Johnson

BROADBAND: Mr. Carter reported that Nelson County has been awarded
$1,826,646 from the stimulus bill to expand broadband internet service in
the county. The county’s plan will deploy 31 miles of new fiber and four new
wireless tower sites, directly connecting seven county government
facilities, four K-12 schools, the Blue Ridge Medical Center and the
library. The project is expected to spur more affordable broadband internet
service for additional homes and businesses by allowing internet service
providers to connect to the project’s network.

FY11 BUDGET: Ms. McCann presented revised General Fund and School Fund
Revenues/Expenditures based on final Department of Education figures. She
noted that the final Compensation Board numbers are not yet in so final
Revenues/Expenditures are not yet available. Ms. McCann reported General
Fund Revised Revenues/Expenditures of $29,906,081.
She noted School Fund Revised Revenues of $22,415,537 and Revised
Expenditures of $22,595,372 for a revised shortfall of $179,835.

Supervisors had previously considered reducing the number of new school
buses to be purchased this year from the usual four to two buses. They then
discussed, based on new information about the existing bus fleet, whether
two new buses are actually needed this year. After discussion, they directed
staff to discuss the issue with School Board staff and return with
clarification on the current situation and the real need.

Mr. Harvey then reported that he has received citizen concerns that
Sheriff’s Department vehicles are being driven outside the county on a
regular basis to and from Deputy homes. He said that the mileage could be
extensive. Supervisors also expressed concern that the vehicles are also
being used for personal errands and trips. After discussion, they directed
staff to express their concerns to the Sheriff’s Office.

Supervisors agreed to meet for a budget work session on Tuesday, March 30th
at 1:00pm at the Courthouse to review departmental budgets. Supervisors
agreed to review the proposed budgets and present their questions to staff
in advance of the meeting.

OTHER BUSINESS: Mr. Hale announced that he has been contacted by a
representative for a Mr. Daniel Sturt who lives in California but owns 344
acres in Nelson, who wants to donate the land to the county for a park. Mr.
Hale said that the property is on Findlay Mountain Road (Rt. 647) in Shipman
between Joe Creek and Little Joe Creek. The property is assessed at
approximately $1.5 million and is taxed at approximately $850/year under
landuse taxation. After discussion, Supervisors voted 5-0 to contact the
owner to state that the county is receptive to the gift and that if the
property owner will provide the information necessary to draw up the deed,
the county will proceed.

REASSESSMENT: Based on interviews and staff information, Supervisors voted
5-0 to authorize staff to negotiate a contract with Blue Ridge Appraisal
Services.

Meeting continued until March 30th.

After a week of mild afternoon temps and chilly nights, we’ll get one more decent day Thursday before rain moves back in overnight into Friday with a cooling trend through the weekend. We may even see some accumulating snow (not much – maybe an inch!) in the mountains as we head into Friday morning. Some snow showers could begin up there above 2000 feet after midnight tonight.

After an afternoon in court, both Griffin and Meeks were bound over to the May 25th meeting of the grand jury where evidence will be presented for an indictment. If the indictment or true bill, as it sometimes referred to, is returned, the two will then begin the process for trial in circuit court. Nelson County Sheriff, David Brooks, says some of the afternoon testimony, included the discussion of stab wounds to Opal Page on the day of her murder, in addition to other evidence disclosed.

PLANNING COMMISSION
Wednesday, March 24, 2010

Present: Ms. Emily Hunt, Mr. Mike Harman, Ms. Linda Russell, Mr. Mike
Tapager and Mr. Alan Hale (Board Liaison)

Absent: Ms. Philippa Proulx

PROPOSED ZONING AMENDEMENTS: ARTICLES 2, 12, 13, 16: The proposed amendments
to these Articles deal with Zoning Permits and Site Plan requirements. At
Mr. Boger’s suggestion, Commissioners agreed by consensus to table
discussion to allow the committee to review the changes made to the draft.

PROPOSED ZONING AMENDMENT: ARTICLE 10 GENERAL FLOODPLAIN DISTRICT:
Commissioners reviewed the proposed draft with Mr. Boger noting that the
amendments reflect the changes required for the ordinance to conform to
federal and state requirements. Commissioners voted 5-0 to authorize staff
to advertise a joint public hearing with the Board of Supervisors for
Thursday, April 22nd at 7:00pm at the Courthouse.

PROPOSED ZONING AMENDMENT: ARTICLE 20 COMMUNICATION TOWERS: Commissioners
discussed the proposed draft with Ms. Russell noting that the original
ordinance was developed with the desire to see more, shorter towers rather
than fewer, higher towers. She asked whether that desire has changed. Mr.
Boger said that if that is still what the county wants to see with towers,
the original ordinance accomplishes that and applicants know how to use that
ordinance. Ms. Russell asked how the original ordinance would affect
broadband. Mr. Boger said that that is unclear right now but that the
ordinance could be amended at that time if needed. After further
discussion, Commissioners voted 5-0 to have the Chair send a letter to the
Board of Supervisors advising that the Commission has studied the existing
telecommunication ordinance and does not feel that any major changes are
needed at this time.

Meeting adjourned.
