BOARD OF SUPERVISORS

Present: Mr. Joe Dan Johnson, Mr. Tommy Bruguiere, Mr. Allen Hale, Mr.
Tommy Harvey and
Ms. Connie Brennan

REGION TEN COMMUNITY SERVICES BOARD: Mr. Weston Mathews and others
from Region Ten presented information on the programs and systems
Region Ten now uses to serve those with mental health, substance abuse
and/or intellectual disabilities in Nelson. Medicaid reimbursements
comprise 61% of Region Ten’s overall funding (44% statewide). The
state is looking at a managed-care approach to administering Medicaid
dollars which would fragment the system of care and result in an
immediate 15-20% decrease in available resources. They requested that
the Board lobby the state legislature to support the Virginia
Association of Community Services Boards’ proposal to manage the
Medicaid funds to prevent private “for-profit” HMOs from taking
resources from localities and reducing needed funding for services.
Ms. Brennan volunteered to serve as the contact for Region Ten on this
issue.

COURTHOUSE SECURITY OFFICER AGREEMENT: Mr. Carter reviewed a draft
agreement between the county and the Sheriff’s Office to provide
trained security personnel to staff the main courthouse entrance from
8am until 5pm each weekday that the courthouse is open to the public
and at additional times as directed by the Judge of the Circuit Court
or the County Administrator or Sheriff. The security personnel will
screen all persons entering the courthouse by metal detection device
or other means. (Note: there will be only one public entrance to the
courthouse – all other doors will be accessed by key or key card.) The
agreement provides for county funding to the Sheriff to employ, train
and equip three part-time security persons for 90 hours per week at
$14.97 per hour and $5,361 for their initial equipage and training for
the balance of the current fiscal year. Mr. Carter said that the
funding estimates provide for occupation of the new courthouse in
March of this year.

Mr. Hale said that he sees no need for two people at the door at all
times as there seems to be a minimal amount of work involved. Mr.
Bruguiere said that he thought there should be security at the door
only on court days. Mr. Harvey said that the point of the new building
was security and asked why would the county not then secure it. Mr.
Hale said that it would be nice if the security personnel had other
work to do while sitting at the door. Supervisors voted unanimously to
authorize staff to execute the agreement as presented.

COURTHOUSE PROJECT/SECOND FLOOR CONNECTOR: Mr. Carter presented
drawings and a breakdown on the cost to add the second floor connector
from the 1940’s courthouse to the 1970’s addition to provide better
access and additional usable space. The cost is $244,446 with the work
to be incorporated into the ongoing courthouse renovation. After
discussion, Supervisors voted unanimously to authorize staff to
proceed with the change order for the connector at the cost noted.

FINANCIAL DISCLOSURE REQUIREMENTS FOR AGENCIES RECEIVING COUNTY FUNDS:
Supervisors discussed what documents might be required annually for
groups receiving funding – including fire and rescue departments,
community centers, senior meals, etc. Mr. Hale suggested requiring a
copy of the non-profit IRS filing for each organization. Mr. Bruguiere
agreed to talk with the Emergency Services Council to get their
recommendations and comments.

PROPOSED GENERAL ASSEMBLY LEGISLATION/ONSITE SEWAGE DISPOSAL SYSTEMS:
Mr. Carter reported that no board action would be required as the
proposed legislation has been withdrawn at the committee level.
