BOARD OF SUPERVISORS

Tuesday, June 8, 2010

Present: Ms. Connie Brennan, Mr. Joe Dan Johnson, Mr. Tommy Bruguiere, Mr. Allen Hale and

Mr. Tommy Harvey

COURTHOUSE PROJECT: Mr. Randy Vaughan with Wiley Wilson presented information on a proposed change to the project, noting problems with multiple leaks in a flat roof between the historic courtroom and the administrative addition. He presented an option to add a standing seam roof to that connector in order to eliminate the leaks. After discussion, Supervisors voted unanimously to authorize staff to negotiate with Wiley Wilson to design a connector for that section.

Mr. Vaughan also reported that a decision on the future of the Health Department building should be made within the next two months. He noted that the current contract includes a new roof on that building and said that that roof would be put on the building during the roofing process on the new courthouse complex. He said that if the county were to decide to demolish the Health Department or to do extensive renovation, the roof should be canceled or delayed. Supervisors directed staff to provide information and costs on the various options for discussion at their June 24th meeting.

FY10-11 BUDGET: Supervisors voted 5-0 to adopt and appropriate the funds for the budget.

VRS CONTRIBUTION: Mr. Carter reported that the General Assembly has passed legislation establishing a separate retirement fund for employees hired after July 1, 2010. The legislation requires that employees pay their retirement contribution from their compensation as a payroll deduction unless the employer takes action to pay that contribution. He noted that the county pays current county employees’ 5% contribution. After discussion, Supervisors voted 4-1 (Mr. Hale voting no) to continue to pay the 5% contribution for all county employees, including those hired after July 1, 2010. Mr. Hale noted his objection, stating that employees should make a contribution to their retirement plan. Ms. Brennan said that this is an ongoing issue, noting that there are taxpayers who say that no one is paying for their retirement plans.

COUNTY ADMINISTRATOR REPORT: Mr. Carter reported on the following-

1. Faber Collection Site: June 28th 5:30pm Ribbon Cutting at the site with actual opening expected in early July.

2. Broadband Project: Requests for Proposals for engineering, construction and grant management services issued with responses due June 16th.

3. Blue Ridge Railway Trail: Project awarded $335,000 in Transportation Enhancement Program grant funding for renovation of Piney River Depot as a transportation museum and to restore weigh station as a trail amenity.

4. 2012 General Reassessment of Real Estate: Blue Ridge Mass Appraisal Company will start on reassessment within the next two weeks.

5. TRES/RRES Roof and Window Repair Project: Invitation for bids issued with sealed bids due on June 16th. Construction completion estimated August 13th.

OTHER BUSINESS:

– Supervisors voted 4-1 (Mr. Bruguiere voting no) to appropriate $1,138 for Schuyler Community Center to replace a pair of exterior doors at the center.

– Supervisors reviewed a letter from the Nelson County Electoral Board Secretary noting concerns with three polling places – Shipman (parking/traffic); Gladstone (parking; handicapped access; lack of building maintenance); and Central Absentee polling place in the Courthouse (windowless, confining and not handicapped accessible). In addition, the letter expresses concerns about the future location of the General Registrar’s office. Supervisors directed staff to gather more information for their discussion at the June 24th meeting.

APPOINTMENTS:

1. Economic Development Authority – Supervisors unanimously reappointed Mr. Natt A. Hall, Jr. and Mr. J. Alphonso Taylor (4-year terms)

2. NC Library Adivsory Committee – Supervisors unanimously reappointed Ms. Ellen Bouton and Ms. Nancy K. Kritzer (4- year terms)

3. Planning Commission – Supervisors voted 4-1 (Mr. Bruguiere voting no) to reappoint Ms. Philippa Proulx, Ms. Linda Russell and Ms. Emily Hunt (4-year terms)

4. NC Service Authority – Supervisors voted unanimously to appoint Mr. Tommy Harvey (North District), Mr. Allen Hale (East District) and Mr. Russell B. Otis (Central District) – effective June 30, 2010 for 4-year terms. Mr. Harvey was also appointed to fill an unexpired term until June 30, 2010 in the North District.

5. Supervisors tabled appointments to the Region Ten Community Services Board – to determine whether the current appointee wishes to be reappointed; NC Social Services Board – pending receipt of an application for appointment; and JAUNT – no applications received.

CLOSED SESSION to discuss a personnel issue.
